Three Decades of Cambodian-German Diplomatic Relations New Historical Height, Progresses, and Ways Forward

On 3 October 2023, Cambodia and Germany commemorated the 30th anniversary of their bilateral diplomatic relations. The two nations’ bilateral ties date back to the 19th century when Adolf Bastian, a German polymath, visited Angkor and brought Cambodia’s cultural richness to the attention of Kaiser Wilhem II of the Imperial Germany. After gaining full independence from France in 1953, Cambodia was recognized as a state by the Federal Republic of Germany (FRG) in 1956 and by the German Democratic Republic (GDR) in 1959. As a neutral country, Cambodia recognized the two German states and subsequently established diplomatic ties with FRG and GDR. Cambodia and GDR had consular relations in 1961 and the first consular office in 1967, while Cambodia and FRG established the official diplomatic ties in 1967.

Challenges and Goals of the New Cambodian Government

In August 2023, Hun Manet ascended to the role of Prime Minister of Cambodia, succeeding his father who had been the architect of the nation's political landscape for nearly four decades. Despite allegations of favoritism and nepotism, the newly appointed cabinet comprises a cadre of young, welleducated technocrats whose credentials are undeniably well suited for their respective roles as Cambodia’s new political decision makers. However, this may not be an advantage in itself. A pressing question emerges in the context of this leadership transition: How will Prime Minister Hun Manet navigate the systemic obstacles within Cambodia's political landscape to effectively execute his policy agenda and enhance the nation's global reputation? This article seeks to provide insights into the challenges and opportunities as well as the policy choices that Hun Manet is expected to encounter in both international and domestic governance.

Same same but different?

On 23 July 2023, the Cambodian people cast their votes in the national parliamentary elections. With 120 of 125 seats in the national parliament, the Cambodian People's Party (CPP) is once again the strongest ruling party. At first glance, this result is unsurprising, as it continues the pattern from the last election in 2018. However, a closer look reveals that the preconditions for this year's election, as well as its consequences for the years to come, outline a new political landscape in Cambodia. The consequences for the region are significant.

Update on German-Cambodian relations?

Did the German president's visit achieve the goal of his trip - to reduce one-sided dependencies and strengthen Germany's relationships in the region?

The first ever visit of the German Federal President, Frank-Walter Steinmeier, provides a good incentive for German-Cambodian relations. Building on the intensified relations during the Cambodia´s chairmanship of ASEAN in 2022, in midst of the reforming world order and the resulting insecurities, this visit creates the opportunity to redefine the partnership between the two countries. From an international, regional and domestic perspective, this could mean significant changes within the forthcoming years. In October 2023, Germany and Cambodia will look back on 30 years of diplomatic relations - the high-level visit this year provides an opportunity to take a closer look at relations between the two countries.
