In late August 2015, the Royal Government of Cambodia (RGC) adopted the sub-decree No. 113 on “solid waste management in urban areas”. The intention of the sub-decree is to improve garbage and solid waste management in an effective, transparent, and accountable manner in order to ensure safety, public health protection, beauty and quality of environment.

One of the sub-decree’s main purposes is to transfer the Solid Waste Management functions from the provincial to the municipality/district (MD) level. It also provides autonomy to M/D administrations to organize their own fee collection system.

Despite RGC’s efforts in establishing an Inter-Ministries Technical Working Group (TWG) at the national level, concerns over the feasibility of putting this sub-decree into practice remains considerable, given that not only the insufficient human resources at MD levels, but also a lack of necessary local regulations and guidelines for effective implementation of the sub-decree.

One key component of the sub-decree is the fee system. For this reason KAS Cambodia organizes a workshop with the Technical Working Group, consisting of officials of the Ministry of Interior, the Ministry of Environment as well as the Ministry of Economy and Finance, on the fee setting procedures, the fee collection mechanisms and the fee management in Cambodia.

Background:

Cambodia approximately generates around 7,305,000 tons/year of solid waste. Due to the high economic growth rates, along with urban and industrial development studies forecast a increase of the waste generation rate (currently 0.487kg/day). Cambodia also disposes about 1 million tons per year at dumping sites (2014), which has been increased from about 320,000 tons/year (2004). These figures show the field of tension between economic growth, on one hand, and the relevance of a well-functioning and sustainable financed waste management system on the other hand.
