In connection with a visit of Professor Dr. Dr. Rüdiger Wolfrum to Phnom Penh, KAS Cambodia will use this opportunity to invite its legal expert network to discuss the issue of having legally binding sophisticated constitutions, encompassing democratic, administrative and human right aspects, which may diverge from the reality. Here the questions arise how the constitution as a model can put into practice and where the main challenges come up.

Professor Dr. Dr. Rüdiger Wolfrum is the director emeritus of the Max Planck Institute for Comparative Public Law and International Law as well as the managing director of the Max Planck Foundation for International Peace and the Rule of Law. His consultancy activities encompass projects in several Asian and African states, like Sudan and Somalia. Furthermore, he is the former president of the International Tribunal for the Law of the Sea and since 2013, he is a member of the arbitration “Between the Republic of the Philippines v. the People’s Republic of China with respect to the dispute with China over maritime jurisdiction of the Philippines in the west Philippines Sea (Philippines v. China)”.
