Participatory leadership is one of the key tenets of the new dispensation in decentralised governance. Residents must participate fully in the implementation of the constitution. In this approach, County Representatives in some of the County Governments have been holding consultations with the residents to receive their priority needs. An empowered citizenry will fully participate in such forums whenever they are called upon.

Paralegal training is the process of empowering the residents to be able to interpret simple legal guideline and be able to advocate and lobby accordingly.

In a layman language, paralegals are community non-lawyers or simply put opinion leaders.

In this forum, we plan to empower the participants to be able to lead other community members in the demand in the inclusion of such public forums as key stake holders and opinion shapers for the development of their own areas. A vigilant team in the community shall be seen not as fault finding but supporting the performance and effective participation in their own development.
