The local administrations in Lebanon face several challenges. Since the municipal elections were resumed in 1998, they undoubtedly revived urban life, encouraged local citizens and initiated decentralization in the country.
The municipalities, however, remain administratively restricted and tax-limited and suffer from a shortage of qualified personnel in order to be able to effectively and efficiently implement the complex tasks of municipal administrations. In addition, there is often a lack of human and financial resources to deal with important tasks such as the creation and maintenance of adequate infrastructure, the supply of electricity and water to the public, or the provision of public services in the field of health and education.
The refugee crisis has increased the demands on the local community administrations since the number of people to be provided for has increased as a result of the influx of many Syrians and the potential for conflict also has increased at the local level.
In order to increase efficiency and effectiveness in local administrations and help them to expand their capacity to prevent, to manage and to regulate local conflicts, 25 municipal representatives were invited to the workshop in Temmin close to Baalbek to get new ideas and stimuli for effective and efficient community politics through lectures, and to discuss their experiences in the different communities.
