The NPT entered into force on 5 March 1970; it was extended indefinitely in force on 11 May 1995. The Treaty is the most successful and the most widely adhered to multilateral legally binding instrument governing nuclear non-proliferation, nuclear disarmament and cooperation in the peaceful uses of nuclear energy – the “three pillars” of the Treaty. The NPT Review Conferences have been held every five years since 1970 – the ones in 1995, 2000 and 2010 resulted in agreements by consensus on various measures across the three pillars, especially on nuclear disarmament. The NPT review process is the only forum where the five nuclear-weapon States – China, France, Russia, UK and US – engage substantively on nuclear disarmament. The 2020 NPT Review Conference was postponed due to the COVID-19 pandemic and now is confirmed for 4-28 January 2022 at the UN in New York. Given worsening relations between competing nuclear-armed States, ongoing nuclear weapons modernization, nuclear disarmament at a standstill, and non-proliferation challenges, what lies ahead for the NPT after fifty years: will it survive, will it muddle along or will it be supplemented by additional measures? These and related matters will be the subject of discussion among senior diplomats covering nuclear governance matters.

Gustavo Zlauvinen: Ambassador Extraordinary and Plenipotentiary (Argentina). President-designate of the Tenth NPT Review Conference (scheduled for January 2022). Previously, Deputy Foreign Minister, Ministry of Foreign Affairs and Worship of Argentina (2019); Under-Secretary for Foreign Policy (2016-2018); Director of International Organizations (2014-2016); Permanent Representative of the Director General of the International Atomic Energy Agency (IAEA) to the UN (2001-2009); and Chief of Staff of the Executive Chairman of the United Nations Special Commission for the Disarmament of Iraq (UNSCOM) (1995-1999).


Annika Markovic: Ambassador to Austria, Permanent Representative of The Kingdom of Sweden to the IAEA and Other International Organisations in Vienna. Previously, Permanent Representative to the Organization for the Prohibition of Chemical Weapons (OPCW) in The Hague; Head of the Swedish delegation to the OECD and UNESCO in Paris; Ambassador to Brazil and The Philippines; and Environmental Ambassador at the Ministry of the Environment. Troy Lulashnyk: Ambassador to Austria, Governor for Canada to the IAEA and Other International Organisations in Vienna. Previously, Ambassador to the Arab Republic of Egypt, and Ukraine; Director General of the Non-Proliferation and Security Threat Reduction Bureau where he was responsible for overseeing nuclear and radiological security, nuclear submarine dismantlement, chemical weapons destruction, counterterrorism, combatting international criminal activity, and the implementation of the Canada-Russia Global Partnership Treaty.

Moderator

Tariq Rauf is on the Board of Directors of Atomic Reporters; he is former Head of Verification & Security Policy Coordination, Alternate Head of the NPT Delegation, International Atomic Energy Agency; and was a member of the Eminent Persons Group for Substantive Progress on Nuclear Disarmament convened by the Foreign Minister of Japan.
