Successful transformation needs pragmatism but not a new “Sondervermögen”

Sustainable fiscal policy does not need trickery

Following the German Federal Constitutional Court's historic ruling on the 2nd Supplementary Budget Act 2021, ways are being sought to ensure legal financing of the economic transformation. One option that is repeatedly brought up is the possibility of setting up a "Sondervermögen” (special fund) modelled on the special fund for the Bundeswehr (German armed forces). It is important to understand that this is not a real asset; on the contrary, it contains credit authorisations in the amount mentioned. A new paragraph in the Basic Law was necessary for its establishment so that the respective incurrence of debt in the financial year in which it is actually incurred is exempt from the provisions of the debt limit.

Pathways to the third child

An international comparison of family policy measures

As demographic change progresses, the question of the third child plays a central role in the context of discussions on the development of birth rates. What factors influence the decision of couples to realise their desire for more children and what family policy measures are used to support multi-child families in France and Scandinavia, for example?

Forgoing for the sake of the climate?

Representative survey on attitudes toward climate protection and climate-friendly behaviour among the German population

Which age groups and party supporters are particularly concerned about climate protection? Who says they behave in a climate-friendly way in everyday life? Do age groups differ in their diet or in their decision to forego cars and airplanes? Which party following is dominated by meat lovers? Which supporters prefer vegetarian food? The Konrad Adenauer Foundation addresses these and other questions with the help of representative survey data and qualitative in-depth interviews. This much should be anticipated: Some of the results are surprising.

The pro-European

Representative survey on attitudes toward Europe in the German population

Germans are considered to be traditionally pro-European. How is this reflected in polling data? Do they want to leave the European Union? What issues should the European Union take care of? Which party is best suited to solve the problems at hand? The study sheds light on these questions.

Human Dignity - New Challenges

Socio-political issues in the context of human dignity

The core issues of many political projects currently under discussion concern the inviolable dignity of the human person. This applies both to the recently enacted Self-Determination Act and to the government coalition's plan to regulate abortion outside the Criminal Code in the future. But in 2020, the Federal Constitutional Court also established the need for a new regulation of assisted suicide that is compatible with human dignity. How can human dignity be adequately taken into account in these borderline issues?

ChancenZeit – Time of opportunities

Discussions about the future of a service to society

he introduction of a mandatory “Gesellschaftsjahr” (society year) has been discussed by German politicians and society for some years now. The idea is that young adults, after completing their schooling, would be required to spend a year serving society in an area of their free choice, i.e. in a social, cultural, ecological or charitable institution or, alternatively, in the German armed forces. What do young people themselves think about service to society and how should it be structured in the future?

From Marital Splitting to Family Splitting?

An Attempt to Rationalize the Debate

Marital splitting (tax brackets: Married Filing Jointly) was introduced in 1958 as a means of supporting families. But in the past 65 years, the realities of life for many families have changed dramatically. Today, the majority of marriages are childless and more than a third of all children are born out of wedlock. It is important to consider how families with children can be better supported. Family splitting is a model that has been mentioned again and again. However, a reform is only conceivable if it is cost-neutral in times of tight public coffers - and thus has winners and losers.

“It's all been proven”

Results from representative and qualitative surveys on conspiracy theories in Germany

Our study shows how widespread conspiracy theories are among the German population. In which groups of the population does approval turn out to be higher? Which party supporters stand out? Which conspiracy theories are anchored in people's minds and how? Which conspiracies have been solidified by the Corona pandemic? What does it mean when people are immersed in the world of conspiracy theories? Analysis of representative survey data and qualitative in-depth interviews sheds light on these questions.

Germany's new China Strategy: Going with the wind

Some thoughts and reflections

On July 13 the German government published its first China strategy. In a nutshell it is a plea to German businesses to diversify their supply chains in time to avoid economic collateral damage in times of geopolitical tension. The paper, which is available both, in German and English, wants to send a signal to Beijing as well as to German partners in Europe and the world: We have come to understand, first, that the world is fundamentally changing; second, that this is directly related to China's domestic and foreign policy actions; and third, that the conclusion has been drawn that we need to be prepared for potential conflicts and growing divergences in our relations with Beijing. It remains open, however, whether, how and to what extent the federal government will provide financial resources to implement the intended policy directions. The strategy does not provide for adjustments to existing structures. Thus, it remains difficult for the German government to bring coherence to its China policy.
