Capacity Building for Middle-Management Legal Officers
The Ministry of Justice and Labour Relations (MoJLR) in partnership with Konrad-Adenauer-Stiftung (KAS), Namibia-Angola office, is hosting a 4-day Leadership Training Initiative in Windhoek, aimed at strengthening leadership, management, and professional competencies of 36 middle-management legal officers within the Ministry. The fully funded capacity building initiative forms part of a three-phase strategic internal capacity-building programme aimed at enhancing institutional capability and improving service delivery in support of the rule of law and justice sector development. Phase one facilitated by the Saki Nikodemus Institute for Practical Leadership and Hermien Speaks, targets Chief Legal Officers and Deputy Chief Legal Officers in the Directorates of Legislative Drafting, Legal Services, Law Reform, and the Master of the High Court to strengthen skills pertaining to Leadership, Management and Supervisory Skills; High-Performance Organisational Culture; Change Management; Inter-personal and Communication Skills; Emotional Intelligence; Team Cohesion. Ultimately, the partnership is geared toward strengthening the Ministry's institutional leadership capacity, whilst enhancing professional excellence within the legal cadre to support a high performance and service delivery orientated culture.

In celebration of Kuiseb Publishers’ 40-year anniversary, the Namibia Scientific Society (NNS) in partnership with the Konrad-Adenauer-Stiftung and Namibia Library and Archive Services (NSAL), are launching the Publication titled "Namibia Land of Many Cultures" at the Namibia Scientific Society. With over 100 invited guests, this celebratory evening aims to merge culture, and community and reflect on four decades of publishing whilst the editors will share an overview of this the new book which highlight the richness and diversity of the Namibian nation. Training Workshop on Artificial Intelligence and Rule of Law

AI is rapidly transforming how societies operate, and policy makers play a crucial role in shaping its impact. From 3–5 November 2025, KAS Namibia, in partnership with UNESCO and NCRST, hosted a three-day workshop on AI and the Rule of Law at the UN House in Windhoek. The workshop brought together judges, legal officers, and AI experts, including Dr. Kamel El Hilali (UNESCO), Dr. John Nakuta (University of Namibia), Dr. Simeon Hamukoshi (NCRST), Mr. Naftali N. Indongo (NUST), Mrs. Ester Nghipandulwa, Mrs. Sonja Coetzer, Mrs. Vanessa Maresch, and Ms. Ndamono Shikoyeni (UNESCO), to explore how AI can enhance Namibia’s justice system while upholding ethics, transparency, and human rights. Over three days, participants examined AI fundamentals, applications in the judiciary, legal and ethical challenges such as algorithmic bias and accountability, and AI’s intersection with human rights, privacy, and data protection. This initiative marks an important step toward strengthening digital capacity and advancing responsible AI adoption within Namibia’s justice sector.
The Inaugural Namibia Public-Private Forum (NamPPF)

The 2025 Inaugural Namibian Public Private Forum (NamPPF), hosted over two days by the Namibia Investment Promotion and Development Board and co-funded by the Konrad-Adenauer-Stiftung Namibia-Angola Office, brought together over 300 government, private sector, and development partners to strengthen collaboration for inclusive growth. Chaired by Namibian Presidency H.E. Dr. Netumbo Nandi-Ndaitwah, the Forum focused on moving “from dialogue to delivery” through practical actions that boost investment, job creation, and economic competitiveness. Delegates highlighted pressing challenges, including Namibia’s high unemployment rate, which the Forum aimed to address through coordinated reforms and strategic interventions. In her closing remarks, the President reaffirmed the Namibian Government’s commitment to fast-track visa processing, policy and regulatory reforms in order to make Namibia more business friendly. A product of the forum also constituted the establishment of three key national Task Forces on Housing, Health, and Economic Development to report directly to the Presidency. H.E. Nandi-Ndaitwah further emphasized the shared goal of making 500,000 new jobs a reality, underscoring that progress depends on unity for a shared purpose. KAS-TEP Session 3 Windhoek
Communication Skills, Lobbying & Advocacy, Social Enterprise Development & Tour of the Parliament of Namibia
This year's 7th KAS-TEP Programme concluded with Session 3 at the Klein Windhoek Guest House from 20 to 24 October 2025. The third and final session of the 2025 KAS-TEP 7th Intake concluding on 24 October 2025, bringing together 16 youth representatives from civil society from across Namibia for an inspiring week of growth, learning, and collaboration. Throughout the week, participants sharpened their skills in Communication, Advocacy, Lobbying, and Social Enterprise Development, guided by dynamic facilitators including Hermien Elago, Nicodemus Aipumbu, and Peninna Haimbodi. Highlights included an impactful Parliament of the Republic of Namibia tour, hands-on storytelling sessions, and a deep dive into building sustainable social enterprises. The week wrapped up with a formal engagement with Ester /Nanus from the National Planning Commission of Namibia on the importance of collaborations. Delegates celebrated their annual engagement as part of this dynamic KAS funded initiative with a certificate handover ceremony on the last day, where they were joined by KAS-TEP Alumni. Closing remarks by Mrs Anna Hoffmann-Kwanga, Resident Representative of the Konrad-Adenauer-Stiftung, offered key reflections on the journey and growth of Namibia’s next generation of changemakers, whilst emphasising the importance of the KAS-TEP programme in providing beneficiaries with an added networking advantage in comparison to other leadership programmes. Similarly, encouraging insights were shared by facilitators and reflections by the KAS-TEP Alumni for the road that lies ahead for Namibia's civil society sector and youth as well as the importance of their support of the Government in boosting development and uplifting communities.
CIF Infrastructure Development Forum

From 14 to 16 October 2025, the CIF Infrastructure Development Forum hosted at the Old Power Station, Lüderitz Waterfront Development Company in the Karas Region, will bring together project owners, contractors, and decision-makers to unveil infrastructural development opportunities in the pipeline within the construction industry in Namibia. Projects will be presented and businesses have an opportunity to position themselves for the projects that will transform Namibia’s southern coast. The initiative is funded in cooperation with KAS, the Construction Industries Federation and the Lüderitz Waterfront Development Company.
Launch of the Namibian Sign Language Mobile App
In Commemoration of the International Week of the Deaf
This year’s celebration of the International Week of the Deaf under the theme "No Human Rights Without Sign Language Rights", marks a historic milestone for Namibia, as the Namibia National Association of the Deaf (NNAD) in partnership with the Konrad-Adenauer-Stiftung Namibia-Angola Office and key supporting partners including the Office of the President, UNDEF and the Namport Social Investment Fund, proudly announce the launch of the Namibian Sign Language Mobile App. The mobile app will be unveiled and officiated by Her Excellency Lucia Witbooi, Vice President of the Republic of Namibia at the Walvis Bay Municipality Town Hall in Walvis Bay on 24 September 2025 from 08h30 onward. This groundbreaking initiative represents a major step toward inclusive communication and equal access to information for the Deaf community in Namibia. The app serves as a vital educational tool, enabling individuals, employers, institutions, and communities to learn Namibian Sign Language through a modern, accessible platform. It also underscores the NNAD’s ongoing advocacy for the recognition of Namibian Sign Language as an official national language. Following the launch the remainder of the programme promises to engage key stakeholders on topics of inclusive education, foundational literacy, access to information, cyber security, employment and rule of law in the form of panel discussion jointly initiated by representatives of key ministries, civil society, academia, the private sector and security sector. Representatives of the Deaf Community will also share their stories of what it means to live a day in the shoes of a deaf person in Namibia, whilst Simson Weyulu, Sign Language Technician and Researcher will engage the public on the basics of learning sign language. The programme for the day will conclude with a brief presentation by Salt Essentials on the importance of understanding cyber security, in particular with the emerging digital technologies entering Namibia's disability space and beyond.

The topics will focus on strengthening beneficiaries' human rights knowledge already gained during the Training as part of Module 5 on “Advocacy and Human Rights”. Additionally, from 24th to 25th September, the second round of Economic Strengthening workshops will be hosted in Keetmanshoop with small business owners in the area, addressing issues around business registration, business tax and other relevant information to equip small business owners.

The Scholar Exchange is hosted in commemoration of German Weeks 2025: Celebrating 35 years of German Namibia Relations. The aim is to bring together Namibian and German KAS Scholars and Namibian Secondary School Learners as part of a hybrid public dialogue, to share their expectations of what constitutes a modern-day workforce looking at socio-political and economic factors and challenges from a lower-middle income and upper-income country perspective.

Advocacy and Human Rights Workshop Group 3: //Kharas and Kunene regions
ECSO Project
The ECSO project is hosting a workshop with 26 participants from the //Kharas and Kunene regions from Monday 18 August to Friday 22 August 2025 in Windhoek. The aim of this workshop is to empower CSOs to become strong advocates on issues affecting their communities and to better equip them to advocate for the rights of those most vulnerable. The workshop objective is to engage participants to effectively interrogate the legislation that is aimed at protecting the rights of all Namibian citizens.
