The Chairman of the Konrad Adenauer Stiftung, Professor Dr. Norbert Lammert, explains the following: “We have been working in Russia since 1990 and have run offices in Moscow and St. Petersburg. The ban of our work is thus as regrettable as it is logical. Under this regime, any serious cooperation for democracy, human rights, and civic engagement is neither possible nor welcome. To this extent, the ban paradoxically confirms our work so far.”
