Tackling constitutional challenges on the road to the EU:Perspectives from South-East European accession countries

The compilation of papers is a follow-up activity to the regional conference on the same topic organized by the Association Zenith in 2011 and supported by the Konrad Adenauer Stiftung Rule of Law Program South East Europe. With the promotion of this compilation, KAS and ZENITH are aiming to maintain, deepen and further expand the debate on the impact of the process of European integration on national constitutions in South-East European accession countries, namely Albania, Croatia, Macedonia, Montenegro and Serbia.

The debate on conditionality as a principle of enlargement has heralded pre-accession monitoring as a key mechanism of compliance with EU standards. The academic camp has paid, however, a scant attention to the relationship between monitoring and the success or failure of enlargement. Facing the next enlargement round to the Western Balkans, this research paper investigates how progress made by the Republic of Macedonia is monitored in the realm of minority protection.

In European Union territorial perspective ethnic minorities pass state borders. In the Adriatic and the Balkan area the key to development towards an integrated, harmoni-ous and sustainable socio-economic area is to be found in minorities’ bridging role. Often such role can be a cause for political confrontation, marginalization or, at worse, radicalization processes. The colourful ethnic landscapes of the Adriatic and the Balkan Peninsula embrace different minority groups (historical, national and/or new minori-ties).

Ein kleiner Schritt nach vorn für Mazedonien

Mazedonien hat positive Nachrichten aus Brüssel erhalten. Der Fortschrittsbericht 2012 der Europäischen Kommission bedeutet für das Land einen Schritt nach vorne und lässt bei vielen Mazedoniern wieder Hoffnung auf den baldigen Beginn von EU-Beitrittsverhandlungen aufkommen, weil zum ersten Mal die Verhandlungen zur Lösung des Namensstreits mit Griechenland, auf Anregung der EU-Kommission, parallel zu den Beitrittverhandlungen geführt werden sollen.

Energy and Climate Policy - Challenges of sustainable development in Europe and on a local level

The topic of the new edition of the quarterly Politicka Misla is “Energy and Climate Policy - Challenges of sustainable development in Europe and on a local level”. It deals with the current situation of the energy and climate policy in the Republic of Macedonia and Europe. In Eastern Europe, where after the political transformation phase societies dealt with other issues as environment and climate, it becomes now clear that a special effort has to be undertaken in order to raise and increase the awareness of environmental and energy policy issues.

The energy policy of Macedonia in context of the EU Integration

The publication describes the situation of Macedonias energy sector in the context of the approximation to EU standards. The analysis is the result of a research work about the conditions and situation of the energy policy in the Republic of Macedonia organized by the NGO Front 21/42 as part of a project realized with the assistance of the EU. The publication can be obtained in the KAS office Skopje in Macedonian and Albanian language.

Kosovo erhält volle Souveränität

KFOR-Truppen und EULEX-Helfer bleiben aber trotzdem weiterhin im Land.

Als jüngster Staat Europas wird der Kosovo seine volle Souveränität erhalten. Das wurde am 2. Juli 2012 in Wien von der Mehrheit der EU-Länder sowie den USA und der Türkei beschlossen. Der österreichische Außenminister und Vizekanzler, Michael Spindelegger (ÖVP), verkündete, dass mit diesem Beschluss die so genannte beaufsichtigte Unabhängigkeit des Kovosos ende. KFOR-Truppen und EULEX-Helfer bleiben aber trotzdem weiterhin im Land.

Media and freedom of expression

The topic of the new edition of the quarterly Politiska Misla is 'Media and freedom of expression'. It deals with the current situation of the media landscape in the Republic of Macedonia. Democracy does not exist without a free and independent media. The right for the freedom of expression that is established in modern constitutions needs to be defended constantly. In this new edition of the quarterly state officials and experts in the field of media in Macedonia are discussing their views on the challenges and perspectives of the country’s media landscape.

Spannungen in Mazedonien

Am Vorabend des orthodoxen Osterfestes wurden in der mazedonischen Hauptstadt Skopje fünf Männer, mazedonisch-slawischer Herkunft, kaltblütig von Unbekannten ermordet. Die Tat überschattet das ohnehin sehr gespannte Verhältnis zwischen den verschiedenen Ethnien in Mazedonien. Es zeigt deutlich, wie viel Konfliktpotential sich aufgestaut hat. Die Polizei hat am vergangenen Wochenende groß angelegte Razzien in Skopje durchgeführt. Dabei wurden 20 Personen, denen ein radikal islamischer Hintergrund nachgesagt wird, verhaftet und sowohl Waffen als auch Propagandamaterial sicher gestellt.

Orthodoxes Osterfest von Gewalt überschattet

Das Wochenende des orthodoxen Osterfestes in Mazedonien wurde von Gewalt überschattet. Am vergangenen Freitag fand man in einem Stadtteil von Skopje fünf Leichen von Mazedoniern slawischen Ursprungs. Bei den Getöteten handelt es sich nach Angaben der Polizei um vier Schüler im Alter von 18 - 20 Jahren und einen 45 Jahre alten Mann.
