Bundestagswahl 2009

Mit Interesse hat das politische Mazedonien das Wahlergebnis der Bundestagswahlen vom 27. September zur Kenntnis genommen. Die Kontinuität der bilateralen Beziehungen mit einem von Bundeskanzlerin Merkel weiter regierten Deutschland wurde sowohl von Regierungsvertretern als auch den politischen Partnern (bisher inoffiziell) begrüßt. Allerdings sind sowohl die hiesigen Entscheidungsträger als auch die Öffentlichkeit gespannt, wie sich der voraussichtliche Wechsel des Koalitionspartners der Union auf die Außen- und insbesondere Europapolitik Berlins auswirken werden.

Politics and Media

The transition in Macedonia has its own trajectory. The relations between politics and media are going through dramatic changes. Without free media it is difficult to be genuinely committed to democratic values; however, the manner in which the media will use their freedom is equally important. Things change so fast that it becomes difficult to recognize the relations between politics and media, as well as to influence their further development. In my opinion, we can distinguish three stages in building these relations.

Mazedonien hat einen neuen Präsidenten

Politikprofessor Gjorge Ivanov ist der neue konservative Präsident Mazedoniens. Mit dem ebenfalls überzeugenden Sieg bei den zeitgleich abgehaltenen Kommunalwahlen – u.a. in der Hauptstadt Skopje – hat Premier Gruevskis VMRO-DPMNE damit den Einfluss des konservativen Lagers entscheidend ausgebaut. Er muss der Bevölkerung nun einen Weg aus der zunehmenden außenpolitischen Isolierung durch den Namensstreit mit Griechenland und den Auswirkungen der weltweiten Wirtschaftskrise zeigen.

Free and fair elections,administered by competent,independent andimpartial electoral bodies are the prerequisite for the institutionalization of accountability, transparency andparticipatory democracy. They create a legitimate governing authority of representative state institutions and advance democratic political culture. In practice, the capacity and professionalism of democratic institutions will expand to make room for the implementation of political pluralism and tolerance.

Am 22. März finden Präsidentschafts- und Kommunalwahlen in Mazedonien statt. Die Nominierung der Präsident-schaftskandidaten ist abgeschlossen und der inoffizielle Wahlkampf hat be-reits begonnen. Entscheidend für die Aufnahme von EU- Beitrittsverhandlun-gen wird ein freier und fairer Wahlver-lauf sein. Eine Lösung des Namenstrei-tes mit Griechenland ist derweil nicht in Sicht.

Protecting Human and Minority Rights in Europe

With this new issue of “Political Thought”, several of the region`s Ombudsmen present their view on the system of Human Rights and Minority Rights protection in their individual countries. Additional contributions from regional experts and decision-makers, including from Germany, point out the challenges and perspectives of protecting these rights on the background of the European integration process. Aside from highlighting similarities and common challenges, this issue underlines the continuing importance of a public debate on how to continue the promotion of the Universal declaration of Human Rights in the 21st century.
