Die neue palästinensische Regierung muß als instabil gelten. In vielen Fällen, insbesondere aber bei der Haltung zu Israel, wurden die entgegen gesetzten Positionen der beteiligten Parteien nicht durch inhaltliche Kompromisse zusammengeführt.
