The Problem of Legislative Harmony in Palestine: Preliminary Survey

This survey focuses on the legislative process in the Palestinian Autonomous Territories during the interim period starting with the administration through the Israeli occuptaion leading to full functionality by the Palestinian Autonomy. The study includes the time of the declaration of principles, the Oslo I Agreement 1991, the Gaza-Jericho-Agreement 1994 and the Interim Agreement on West Bank and Gaza 1995 (Oslo II). In fairen und demokratischen Wahlen am 9. Januar 2005 hat Palästina Mahmoud Abbas (Abu Mazen) mit einem eindeutigen Mandat zum neuen Präsidenten gewählt. Er konnte 62,52 % der Stimmen auf sich vereinigen.Eine besondere Bedeutung kommt den palästinensischen Präsidentschaftswahlen als erste demokratische Wahl in der arabischen Welt zu. Trotz des Besatzungsumfelds ist es den Palästinensern gelungen, demokratisches Potential zu demonstrieren. Damit ist Palästina ein erster wichtiger Schritt auf dem noch weiten Weg zu einem demokratischen Staat gelungen.
