The guest speaker was Jacques Fournier, a former advisor to the French government. On behalf of it, he now helps to make public administration and legislation in third party countries more effective. Therefore, he examined the Palestinian guide for legislation which will be published at the end of the year.

Fournier expressed satisfaction with the guide and the resulting unification of the legislative process in the Territories. On the other hand, he pointed out the room for improvement of the organization and articulation. In this context, he mentioned that it was essential for an efficient and comprehensible law to have a unified government in the West Bank and Gaza.
