Three Municipalities, three provinces - in which the three municipalities are located - and three cities will be selected as pilot places (one municipality, one province and one city in Luzon, Visayas and Mindanao, respectively) in a joint internal workshop of the partners from the list of suggestions from the different partners.

The selection criteria are: (1) commitment - the political will, reform orientation of the political leaders at the respective LGUs; (2) a minimum of capacities (human resources, expertise, and financial resources) for the successful development and trial implementation of the models; (3) replicability of the integrity mechanisms and business promotion models from these places to a relevant number of other LGUs; and (4) one of the municipalities shall be a municipality with an indigenous people (IP) majority and an IP mayor.
