Phase 1 of the COSATT (Consortium of South Asian Think Tanks) project this year was to have a planning conference involving the heads of collaborating think tanks and was held in Kathmandu, Nepal in January 2011. The meeting deliberated over the issues concerned, identify the framework of the entire study and laid out the research questions for each topic. It also identified the specific topics to be addressed from the perspective of each member state. Below is the report from the conference.
