From 20 until 23 May 2009, the "2nd Regional Meeting of KAS-Alumni SEE - Legal Fields" will take place in Montenegro focusing on Constitution Making and Constitutional Reforms.
The Rule of Law Program managed to engage two prominent experts in this field to participate in the alumni-meeting and to deliver the key-note speeches, i.e. Dr. iur. Günter Krings, Legal Advisor of the CDU/CSU-Parliamentary Group in the German Parliament, and Dr. iur. Thomas Markert, Deputy Secretary of the Venice Commission of the Council of Europe. Dr. Krings is a specialist in public and constitutional law, and a temporary lecturer on public and constitutional law at Cologne University (law faculty) since 2004. He will present a lecture on “Establishing a Democratic Constitutional System – the German Experience” (working title). Dr. Markert has closely followed and accompanied the constitutional reforms in the countries of the Western Balkan in the past several years in his capacity as Deputy General Secretary of the Venice Commission (see http://www.venice.coe.int/site/main/ContactUs_E.asp). In his presentation, he will share his experiences with the constitutional reforms in South East Europe with a lecture on "Constitutional Reforms in South East Europe: Experiences of the Venice Commission."
Both, Dr. Krings and Dr. Markert are former KAS-scholarship-holders themselves.
In addition to the two key-note speeches, the participants are invited to deliver short presentations on issues regarding constitutional reforms and respective challenges in their countries.
