The promotion of administrative procedural law is among the core fields of activity of the Rule of Law Program South East Europe. This is based on the belief that administrative procedural law – as well as criminal procedural law and constitutional process law – is essential for the creation and consolidation of a democratic state based on the rule of law since it serves as a means to secure fundamental rights and thereby the rule of law. However, awareness for this important task of administrative procedural law as well as practical skills in terms of its implementation is still today very under-developed in many countries of the region, Serbia included.

The training aims at familiarizing Civil Servants with the task, functioning and application of the Serbian administrative procedural law, thereby strengthening the functioning of administrative procedural law as a remedy for the implementation of civil rights in front of the state.
