Needs Assessment Report

As part of its ongoing project “Promoting and Advocating for Civic sector Enhancement (PACE)”, KAS-Partner en.v has completed a compressive study that mapped and assessed the needs of Kuwait civil society organizations (CSOs).

The study was supported by the Regional Programme Gulf States of Konrad-Adenauer-Stiftung (KAS), as well as by the Kuwait Foundation for the Advancement of Sciences (KFAS) and Burgan Bank.

Using one-on-one in-depth interviews with a total of 51 diverse CSOs and groups, and online surveys, the study found that:

  • Procedures for measuring impact and monitoring and evaluation are quite scarce due to the lack of knowledge and/or awareness about how and why CSOs should measure impact.
  • Collaboration and coordination among CSOs, the public and the state are insufficient due to limited financing, logistics and platforms.
  • Most organizations are self-funded and/or supported by individual donors, family members and sponsorships, but it is not effective due to lack coordination and strategizing.
  • The civic sector in Kuwait shows very healthy signs of diversity relative to scope of work but is less healthy in terms of equitable representation and inclusiveness across demographic groups.
