Nonetheless, the massive flow of internally displaced people across transnational boundaries has been put only recently on the agendas of international and national affairs.

Nowadays, the relentless conflicts in Syria and Iraq have become the defining humanitarian crisis of the day. Yet, the latest exodus descending on Europe may just be the beginning: With an escalation of violence, Yemen too is at risk of triggering new waves of refugees seeking protection in neighboring countries and beyond. While the issue of refugees has for too long been perceived as a mere local problem, it is now increasingly becoming clear that the situation defies national borders and can only be properly addressed through new, cross-regional approaches shared by Europe and the Gulf.

By bringing together decision-makers, policy-experts and humanitarian workers, Konrad-Adenauer-Stiftung’s Regional Office Gulf States and Jordan Office aim at fostering inter-subjective, cross-regional understanding of the humanitarian responsibility we share and initiate a comprehensive assessment of the needs and capabilities of all involved stakeholders from Europe, the Levant and the Gulf.

The international symposium will be held at the Dead Sea in Jordan from 29 November to 1 December 2015 to examine the situation in the Middle East and the effects of internal displacement on states concerned, and find ways on how to effectively and successfully tackle the latest and possibly greatest humanitarian challenge of our time.
