Die Prozesse bei einer Koalitionsbildung sind in jüngster Vergangenheit immer komplexer geworden. Es stellen sich die Fragen: Hat sich das Einflussverhältnis von Partei und Fraktion bei der Koalitionsbildung in der jüngeren Vergangenheit gewandelt? Falls ja – inwiefern ist dies der Fall?

In Deutschland spielen Koalitionsverhandlungen seit jeher eine zentrale Rolle bei der Regierungsbildung. Koalitionen von zwei oder mehreren Parteien gelten in Deutschland als politischer Stabilitätsfaktor.

Der Charakter von Koalitionsverhandlungen, die dann später in ein regierungsfähiges Koalitionsbündnis münden sollen, hat sich über die Jahre hindurch weiterentwickelt: Während ihnen früher kaum Bedeutung zu kam, werden sie in jüngster Zeit geradezu medial inszeniert.

Von besonderer Relevanz sind in diesem Zusammenhang die komplexen Interaktionen und das vielschichtige Zusammenspiel der beteiligten Akteure: Diese reichen von Fraktionen und Parteien bis hin zu den Landesverbänden.

Diese und andere Aspekte werden in der Studie „Koalitionsverhandlungen im Beziehungsgeflecht von Fraktion und Partei“ untersucht. Anonymisiert sind Erfahrungsberichte von Teilnehmern in die Studie eingearbeitet worden.
