Judicial Training in the MENA Region

Fundamental Principles and Practical Training for Judges

Following to the preceding conference on “Judicial Training in the MENA Region” organized in September 2018 in Beirut, the Rule of Law Programme Middle East / North Africa of the Konrad-Adenauer-Stiftung in cooperation with the Kuwait Institute for Judicial and Legal Studies is organizing a two-day workshop, on December 3 and 4, 2019. This year’s focus will be on “Judicial Training in the MENA Region - Fundamental Principles and Practical Training for Judges”. The workshop, that will be held in Kuwait City, aims to set the ground to develop a joint judicial culture based on mutual trust between training institutes to debate significant aspects of judicial education. It will also serve as a platform to discuss modern methods in developing judges and to benefit from the best practices.

Decision-Making Processes in Constitutional Courts and Councils

With the worldwide development and consolidation of constitutional review procedures, constitutional courts are increasingly confronted with highly political and controversial questions. In this regard, the quality of judicial decision-making processes plays an important role in preventing political polarization and rendering decisions in accordance to the constitution.

Administrative Court Judges from the MENA Region in Munich

Judicial transparency and public trust in judicial institutions are fundamental to a well-functioning and efficient judiciary in a rule-of-law based state. The judiciary can itself play a key role in building transparency and public trust in the judicial system, among others, by fostering a broad access to court decisions but also by engaging in proactive public relations. In this light, The Rule of Law Programme Middle East / North Africa is organizing from 10 to 14 November 2019 a 5-day peer-to-peer study program for administrative court judges from the MENA region to the Administrative Court of Munich, the Bavarian High Administrative Court and other relevant judicial institutions in Germany. The aim is to provide a platform of exchange of expertise and a practical insight into the administrative judiciary in Germany.

The Rule of Law Programme Middle East / North Africa of the Konrad-Adenauer-Stiftung is presenting the findings of the workshop series “Mapping Constitutional Control in the MENA Region”, held with selected partners from 2017 – 2019. Five participants of the workshop series were selected to present discuss their contributions at a political roundtable at Allianz Forum Berlin on September 24th and the 2019 LDRN (Law and Development Research Network) Conference at Humboldt-University of Berlin from September 25th – 27th.

Parliamentary work is at the foundation of every well-functioning democracy, professional and independent research and services to parliamentarians have gained increasing importance over the past decades. The Rule of Law Programme Middle East / North Africa in cooperation with the Lebanese Foundation for Permanent Civil Peace under the auspices of the General Secretariat of the Parliament of the Hashemite Kingdom of Jordan and backed by the General Secretariat of The Arab Parliamentary Union are organizing a conference on “Parliamentary Research Services – Strengthening the Legislature by Professional and Independent Research and Analysis” taking place in Amman - Jordan on July 2 and 3, 2019.

The Introduction of Ex-Post Constitutional Review Procedures

Developments, Challenges and Application Perspectives in Morocco

In recent years, several institutions charged with constitutional review in the countries of the MENA region have been established for the first time or reformed by the attribution of new procedures. On 13 June 2019, the Rule of Law Programme Middle East/North Africa of the Konrad-Adenauer- Stiftung, in partnership with the Agence Judiciaire du Royaume du Maroc, holds an international expert meeting in Rabat, on the introduction of ex-post constitutional review procedures in the MENA region and their application perspectives in Morocco.

The conference will serve as a forum for an academic discussion between scholars and judges by exchanging expertise on the relatively new phenomena of social media and its impact on the judicial function.

Leaders for Justice 2023 - Second Week

Targeting young jurists, the “Leaders for Justice” is an annual project organized by the Konrad-Adenauer-Stiftung Rule of Law Programme Middle East and North Africa.

The Leaders for Justice program consists of two one-week workshops: the first week was held in Berlin, Germany from the 19th till the 23rd of June and the second week (subject of this report) was held in Lebanon from the 10th till the 14th of October.

On Tuesday, the 26th of September 2023, the Rule of Law Programme Middle East and North Africa of the Konrad-Adenauer-Stiftung (KAS), in cooperation with the Arab League Center for Legal and Judicial Research organized a one-day seminar and panel discussion on the right of Litigants to ensure the impartiality of the judge and the arbitrariness in the use of disqualification requests. The "SHE in the Rule of Law and Sustainability" conference, organized by the Rule of Law Programme for the Middle East & North Africa (MENA) of the Konrad-Adenauer-Stiftung (KAS) in collaboration with SEEDS for Legal Initiatives, took place on September 13, 2023, at Hilton Beirut, Metropolitan Palace. The conference aimed to explore the role of women in promoting the rule of law and sustainable development in the MENA region. It focused on three Sustainable Development Goals (SDGs): Gender Equality (SDG 5), Decent Work and Economic Growth (SDG 8), and Peace, Justice, and Strong Institutions (SDG 16). The event brought together regional and international experts to discuss the challenges and opportunities related to gender equality, political participation, access to justice, and economic empowerment for women in the region.

Boundaries of Religion and Citizenship in the Middle East and North Africa

A second two-day roundtable in cooperation with the MENA Legal Network in Lebanon.

On Wednesday and Thursday, the 26th and the 27th of July 2023, the Rule of Law Programme Middle East and North Africa of the Konrad-Adenauer-Stiftung (KAS), in cooperation with the MENA Legal Network (MLN) organized a two-day expert-roundtable entitled “The Effect of Religious Laws on Rights, Equality and non-Discrimination: Citizenship and Subsidiary Rights Affected by Religious Laws in the MENA Region”. The roundtable took place at Burj on Bay Hotel in Tabarja, Lebanon, with participation of international experts, doctors and professors.
