As democratic practices and the protection o f human rights struggle to become rooted in Africa, the Journal aims to contribute towards strengthening indigenous African scholarship.

Despite the concept of the independence of the judiciary being integral to the doctrine of separation of powers, the judiciary is perceived as the weakest institution among the three arms of government in most Sub Saharan African countries. The outbreak of COVID-19 pandemic has only served to exacerbate interference with the justice machinery and in so doing hindered the independence of the judiciary.

Women face a higher risk of sexual and gender-based violence (SGBV) in the wake of the COVID-19 outbreak. A recent study by UN Women found that reports of violence against women, and particularly domestic violence, have increased in several countries as security, health, and financial worries create tensions and strains accentuated by the cramped and confined living conditions of lockdown.

Like the previous editions, it covers a wide range of issues relating to legal instruments, judicial decisions, policies and practices focused on the fight against impunity of international crimes in Africa as articulated by Africans from the African perspective.

Die Demokratisierung Äthiopiens auf einem schmalen Grat zwischen Erfolg und Scheitern

Eigentlich sollten im August 2020 Parlamentswahlen in Äthiopien abgehalten werden. Doch in Anbetracht der Corona-Pandemie wurden diese auf unbestimmte Zeit verschoben. Damit steht die Frage der demokratischen Legitimation für die ambitionierte Reformpolitik des Premierministers Abiy Ahmed Ali weiterhin aus. Zwar scheinen die begonnenen Reformen das Land in vielerlei Hinsicht auf einen guten Weg gebracht zu haben - und sie erfahren international viel Zuspruch und Unterstützung. Doch so vielversprechend die Vorhaben auch sein mögen: Das Land steht weiterhin vor großen Herausforderungen. Neben dem Friedensschluss mit Eritrea, der Fortsetzung der Demokratisierung und der Bekämpfung der hohen Armut betrifft dies vor allem die weiterhin bestehenden starken ethnischen Spannungen. Zuletzt eskalierten diese erneut, als es in Folge der Ermordung eines populären Sängers der Oromo-Volksgruppe zu gewaltsamen Auseinandersetzungen kam, bei denen über 200 Menschen zu Tode kamen. Äthiopien steht am Scheideweg: Gelingt es Abiy, das Land nicht nur zu öffnen, sondern auch zu einen? Oder droht mit seinem Scheitern auch das Auseinanderfallen der Nation?
