Südafrika ein Jahr vor den Wahlen

Auch vier Monate nach dem Wahlparteitag des regierenden African National Congress (ANC) beschäftigen sich Kommentatoren in den Medien und politische Analysten fast täglich mit Interpretationsversuchen über die Auswirkungen des Wechsels in der Parteiführung auf die Politik und die Demokratie in Südafrika. War es bisher Tradition im ANC, die Besetzung von Spitzenämtern in der Partei zuvor auszuhandeln, fand beim 52. Parteitag im vergangenen Dezember eine Kampfabstimmung statt. Das politische Lager um Staatspräsident Thabo Mbeki wurde in der Parteiführung praktisch komplett ausgetauscht.

Principles and Guidelines for Peace-Building Missions

‘The Tswalu Protocol’ is a guide to building peace in states emerging from conflict. The guide is available in English, French, Spanish, Portuguese, Arabic, Dari, Russian, Chinese, German, Bosnian-Croatian-Serbian, and Japanese. This Protocol articulates a consensus derived from the experience of a select group of civilian and military professionals, academics, individual organisations, concerned government departments and heads of state who have been at the epicentre of peacekeeping and peace-building missions. Recognising the ad hoc nature of international responses to armed conflict and state failure, the Protocol proposes a pragmatic and realistic approach to improving co-ordination of the international community in such missions. Instead of simply calling for more co-ordination, it offers a set of principles and practical guidelines for future peace-builders. The Protocol is a result of a series of meetings and wider consultations, evaluating the successes and failure of past peace-building missions from Afghanistan to the Balkans, Somalia to Sierra Leone. It was convened by the Johannesburg-based Brenthurst Foundation in collaboration with Danida.

Jacob Zuma gewählt – Polarisierung im ANC

„It´s Zuma!“ titelt die populäre Tageszeitung The Star in Südafrika am Tag nach der Wahl des neuen Parteipräsidenten des African National Congress (ANC). Und der angesehene Business Day titelt „Zuma `Tsumami´sweeps away ANC old guard“. Das mit Spannung erwartete Wahlergebnis vom 52. Parteitag des ANC in Polokwane/Provinz Limpopo fiel eindeutig aus. Jacob Zuma gewann mit 2.329 Delegiertenstimmen, für den amtierenden Staats- und Parteipräsidenten, Thabo Mbeki, votierten 1.505 Delegierte. Für Mbeki und seine Anhänger ist dies eine herbe Niederlage.

Reaktionen aus Afrika zum AU-EU-Gipfel in Lissabon

Am 8. und 9. Dezember 2007 hat in Lissabon der zweite EU-Afrika-Gipfel stattgefunden. Die Reaktionen in den afrikanischen Ländern sind unterschiedlich. Insgesamt hat der Gipfel in der afrikanischen Presse aber eher wenig Beachtung gefunden, in manchen Ländern wie beispielsweise Benin so gut wie gar keine. The latest round of the World Values Survey, which has been tracking the values of South Africans since 1981, has just been completed. The booklet entails crucial insights into people's perception of democracy and delivery issues. The changing value orientation of South Africans over the past 25 years, focusing on areas such as family, religion, work and gender, will also be analysed.

Südafrika vor dem ANC-Kongress

Dreizehn Jahre nach dem demokratischen Neubeginn steht Südafrika in 2009 vor einer Richtung weisenden Wahl. Aufgrund der bestehenden Mehrheitsverhältnisse wird jedoch die Entscheidung darüber, wer nach diesen allgemeinen Wahlen das Land regieren wird, bereits diesen Monat auf dem Parteitag des ANC (African National Congress) in der Hauptstadt der Provinz Limpopo getroffen. Vom 16. – 20. Dezember 2007 werden die 4.075 Delegierten des ANC-Parteitages darüber entscheiden, wer für die nächsten fünf Jahre Präsident des ANC und damit – nach bisheriger Regel im ANC - auch künftiger Präsident des Landes sein wird.
