Europe in Review

After charting geopolitical currents and constitutional dynamics in Asia for more than four years with the Asia in Review, and encouraged by very positive feedback, CPG and the Konrad Adenauer Foundation (KAS) in Thailand now present the first issue of the Europe Monthly. This is just one channel of the upcoming Europe in Review platform, which we are fully launching as a pioneering multi-media project early next year.

Guidebook on Thailand’s Decentralization

The Parliamentary Committee on Decentralization, Local Administration, and Special Local Governments of the House of Representatives of Thailand with the support of the Konrad Adenauer Foundation Thailand Office publishes this guidebook aiming at supporting academic work on local administration and decentralization in Thailand as well as local participation and people’s voting rights. Focus in this publication is therefore dissemination of the knowledge about the concept, principles, and different steps of decentralization processes in order to encourage a constructive discussion on this topic in Thailand. The contents in the book will also become an academic reference for Thai officials at the national and local levels, members of the House of Representatives and Senate, as well as academics, students, and the general public interested in decentralization policies, good governance, and citizen participation in public policies.

The local government system in Thailand has undergone many forms of difficulties since the establishment. Recently, the questions surrounding local government performances, impact on local areas, and people participation especially in the period of no elections have called for closer scrutiny and analysis for future development of local government and national administration in accordance with the national strategy and the constitution.

In 2020, online applications and computer software have played a more important role in maintaining people’s everyday life during the COVID-19 pandemic. The government agencies had to adjust their operations to meet the needs of the citizens. As an educational institution, COLA initiated a workshop aiming at raising awareness of digital transformation and developing digital capacity, especially among local administrative officials in the northeastern provinces of Thailand.

The New Look of the Public Administration

In response to the effects of the covid-19 outbreak, COLA initiated a seminar series in order to address new challenges faced by the public administration in Thailand. As an educational institution, COLA intended to disseminate knowledge and discuss with the participants – online and offline – current advancements and adjustments in the fields of public administration, public affairs, and governance that aim to meet the needs of the citizens during this critical time. The goal was to increase the expertise of academics and faculty members so they can further support local communities in the formulation and implementation of public policies that benefit the society as a whole.

Local Election Guide Book

The publication by the Committee on Local Administration of the House of Representatives

New local election laws recently entered into force in Thailand. The success and the effectiveness of local elections depend on various factors like the respect of the rules, an adequate budget and a fair electoral process, but also a well-informed and engaged population. Therefore, representatives of the local administration as well as all voters need to become more familiar with the new set of legislation before the next elections. This publication, in corporation with the Committee on Local Administration of the House of Representatives of Thailand, presents the concept and the significance of local elections as well as the new procedures.

IPPS Publications 2020

In 2020, the Institute of Public Policy Studies (IPPS) with the support of the KAS implemented two researches and published them. The activities aim at disseminating updated knowledge to decision-makers, legal experts, academicians, university students, as well as general public interested in the issues for their academic reference and further studies.

Final Report

The publication of the Office of the Constitutional Court of Thailand (OCC) supported by the Konrad-Adenauer-Stiftung e.V. in Thailand aims at disseminating the legal academic work concerning the constitutional laws and other issues related to the current constitution. For this publication, the research inside studied the implementation of the “Royal Decree” under the provision of the Thai constitution as well as its problems of the status and legal hierarchy.

General Data Protection Regulation in Thai Version (2nd Printing)

The digital innovations of the last three decades have completely changed our lives. They made the world faster, more effective, and more connected. They offer great opportunities in terms of employment, access to knowledge, and service to the citizens. However, one worrying downside is large-scale personal data collection. Private and public organizations have gained access to various aspects of people’s personal life. Thanks to new information technologies, they started collecting data on individuals’ whereabouts, purchase behavior, health and wealth, social background and community, and even political affinity.
