The seminar is divided into discussions on two main topics:

1. "Best Practices in Community Management", conducted by representatives from pilot projects in community management
2. "Solutions & Alternatives in Administrative and Legal System", led by judges from the Supreme Court and the Administrative Court, Provincial Public Prosecutors of Chiang Mai and Officer from the Office of the Constitutional Court.

Participants are representatives of local administrative organisations from Chiang Mai and neighbouring provinces, academics, public administrators and lawyers.
