As traditional partnership frameworks face growing challenges, questions arise about their continued relevance and effectiveness in today’s geopolitical landscape. To address these pressing concerns, the Diplomatic Academy of Vietnam, in collaboration with the Konrad Adenauer Stiftung Vietnam, will host the Forum on "Building Sustainable Partnerships for the Mekong Future" on 26 September 2025 in Ha Noi.

Preventing and resolving international investment disputes according to laws, international commitments of Vietnam and international experiences

As Vietnam continues its dynamic journey of deep integration into the global economy, the influx of foreign investment has brought both opportunities and challenges. Among the most pressing challenges are international investment disputes involving the Vietnamese Government and its agencies - issues that, if not effectively addressed, could undermine the country’s investment climate and long-term development goals. In response to this growing concern, and in alignment with key political and legal directives - including Resolution No. 27-NQ/TW (2022), Resolution No. 66-NQ/TW (2025), and the Prime Minister’s Decision No. 1960/QĐ-TTg (2020) - this training course on “Preventing and Resolving International Investment Disputes According to Laws, International Commitments of Vietnam and International Experiences” is designed to equip public officials with the essential legal knowledge and practical skills needed to navigate complex investment disputes. By fostering a deeper understanding of Vietnam’s international commitments and drawing on global best practices, the course aims to enhance the capacity of ministries and governmental bodies to safeguard national interests and uphold the rights of all stakeholders in the investment landscape.

Strengthening legal implementation to support Vietnam’s modern development goals

The workshop "Enhancing the effectiveness of law implementation organization to meet national development goals in the new era" is designed to evaluate the current landscape of law enforcement monitoring and to identify opportunities for innovation and improvement in response to emerging governance challenges. Its overarching aim is to strengthen the role of law enforcement monitoring as a strategic tool in public administration and in advancing the development of a socialist rule-of-law state. Through a comprehensive review of legal implementation practices, the event will generate actionable recommendations to enhance enforcement effectiveness and support the refinement of the legal system. In addition, the workshop will serve as a platform for professional development, helping to build the capacity and expertise of officials responsible for law enforcement monitoring at both central and local levels.

How FDI inflows contribute to the industrialisation in Vietnam?

Joint research by National Institute for Economics and Finance, Ministry of Finance and KAS Vietnam

Foreign Direct Investment (FDI) has been and continues to be one of the most important driving forces behind Vietnam’s industrialization and modernization over the past three decades, since the country adopted the Đổi Mới (Renovation) policy in 1986. This capital flow has not only contributed to economic growth but also brought technology, management knowledge, created jobs, and helped Vietnam gradually integrate more deeply into global value chains. However, the limitations of FDI in supporting industrialization in Vietnam have also become apparent. Many FDI projects still focus heavily on processing and assembly activities with low added value; technology transfer and linkages with domestic enterprises remain weak; and Vietnam’s exports are heavily dependent on the FDI sector.

The 11th OCEAN DIALOGUE - Hybrid Activities - Helping or Hindering Order at Sea

Since the first kick-off in 2017, the Ocean Dialogue – a remarkable conference series at the nexus of foreign policy, international law, maritime science and technology – has come to the 11th edition, which took place on 11/7 in Hai Phong. This series is the flagship joint project between the strategic partners Konrad-Adenauer-Stiftung Vietnam and the Diplomatic Academy of Vietnam. This edition of the series was also co-sponsored by the British Embassy in Hanoi.

Dialogue and Professional Training on Legal Affairs 2023

On 7thJuly and 14th July 2023 the Konrad-Adenauer-Stiftung in Vietnam cooperated with the Department of General Affairs in Legislative Development – Ministry of Justice to organize a one-day “Dialogue and Professional Training on Legal Affairs 2023”. The event on 7th July was held in Hanoi addressing northern provinces, the reflective event on 14th July was held in Da Lat addressing southern provinces, both events gathered more than 130 experts in the field of justice, representatives from the government, and directors of judicial authorities from numerous provinces. As part of the Germany-Vietnam rule of law dialogue, this series of events is now in its eighth year since 2015.

WORKSHOP - THE DEMAND AND ORIENTATION FOR IMPROVING LEGISLATION ON LAWS IMPLEMENTATION IN VIETNAM

In recent years, Vietnam has made a lot of progress in improving the legal system. Law plays an increasingly important role in the organization and functioning of the state. While the development of the legal system has had many successes in Vietnam, there are shortcomings and limitations that have affect the efficiency of the laws. One of the main reasons for this situation is that the organization of law implementation is not yet fully institutionalized. Therefore, on 23 May, the workshop “The demand and orientation for improving legislation on laws implementation in Vietnam” which was co-organized by Konrad-Adenauer-Stiftung Vietnam and Ministry of Justice focused on ways forward to improve the implementation of laws in Vietnam. The workshop took place in the framework of the bilateral Rule-of-Law Dialogue between Germany and Vietnam.

On 22 May, Mr. Clauspeter Hill, Deputy Head of the Division European and International Cooperation of Konrad-Adenauer-Stiftung, gave a guest lecture at the Hanoi Law University.

Law and practice of issuing administrative decisions

On 19 May, Konrad-Adenauer-Stiftung Vietnam cooperated with the Department of Criminal and Administration Legislation - Ministry of Justice to organize a consultative seminar on "Law and practice of issuing administrative decisions". The seminar provided a platform for legal experts, policy makers, and practical officers involved in the issuance of administrative decisions to exchange, discuss and put forward opinions, ideas, suggestions and aspirations, with the aim of improving the legal system on the issuance of administrative decisions in Vietnam.

High interest rates is a major constraint on business activities and economic development. In the context of the constant fluctuations of the world economy, along with the wave of rising interest rates, Vietnam’s economy has been affected remarkably, especially the operation of local enterprises. High interest rates erode the competitiveness of the Vietnamese businesses. These are prominent comments of experts at the workshop entitled “Impacts of high interest rate environment on macroeconomic stability and growth recovery in 2023” organized by KAS Vietnam and Vietnam Institute Economic and Policy Research (VEPR) on May 11, 2023 in Hanoi.

The 10th Ocean Dialogue

Offshore Renewable Energy: Opportunities and Challenges to Green Transition

Ocean Dialogue is one of the annual flagship cooperation programs between Konrad-Adenauer-Stiftung (KAS) Vietnam and Diplomatic Academy of Vietnam (DAV). The series of Ocean Dialogue intends to raise the importance of the ocean and provides a platform to exchange knowledge from different perspectives. On 23rd March 2023, the 10th edition entitled “Offshore Renewable Energy: Opportunities and Challenges to Green Transition” was organized in Nha Trang, and drew virtual and in-person participation of more than 200 domestic and foreign experts.

Course building project – Politics of Globalization

Workshop on Curriculum Development

Course building on” Politics of Globalization” is a 2-year- joint project of the Konrad Adenauer Stiftung Vietnam in cooperation with the University of Social Sciences and Humanities in Ho Chi Minh (USSHHCM) and strives to incorporate “Politics of Globalization” in the International Relations (IR) curriculum at their university. Against this background, a two-day workshop was successfully organized in Ho Chi Minh City on the 9th and 10th of March 2023. The workshop gave participants the chance to discuss the theme of teaching Globalization and Politics.
