The Mekong Sub-region—comprising Viet Nam, Cambodia, Laos, Myanmar, and Thailand—stands at a critical juncture amid shifting global dynamics and intensifying great power competition. As traditional partnership frameworks face growing challenges, questions arise about their continued relevance and effectiveness in today’s geopolitical landscape. To address these pressing concerns, the Diplomatic Academy of Vietnam, in collaboration with the Konrad Adenauer Stiftung Vietnam, will host the Forum on "Building Sustainable Partnerships for the Mekong Future" on 26 September 2025 in Ha Noi.

Preventing and resolving international investment disputes according to laws, international commitments of Vietnam and international experiences

As Vietnam continues its dynamic journey of deep integration into the global economy, the influx of foreign investment has brought both opportunities and challenges. Among the most pressing challenges are international investment disputes involving the Vietnamese Government and its agencies - issues that, if not effectively addressed, could undermine the country’s investment climate and long-term development goals. In response to this growing concern, and in alignment with key political and legal directives - including Resolution No. 27-NQ/TW (2022), Resolution No. 66-NQ/TW (2025), and the Prime Minister’s Decision No. 1960/QĐ-TTg (2020) - this training course on “Preventing and Resolving International Investment Disputes According to Laws, International Commitments of Vietnam and International Experiences” is designed to equip public officials with the essential legal knowledge and practical skills needed to navigate complex investment disputes. By fostering a deeper understanding of Vietnam’s international commitments and drawing on global best practices, the course aims to enhance the capacity of ministries and governmental bodies to safeguard national interests and uphold the rights of all stakeholders in the investment landscape.

Strengthening legal implementation to support Vietnam’s modern development goals

Workshop co-organized by KAS and Department of Examination of Legal Normative Documents and Management of Handling of Administrative Violations, Ministry of Justice

The workshop "Enhancing the effectiveness of law implementation organization to meet national development goals in the new era" is designed to evaluate the current landscape of law enforcement monitoring and to identify opportunities for innovation and improvement in response to emerging governance challenges. Its overarching aim is to strengthen the role of law enforcement monitoring as a strategic tool in public administration and in advancing the development of a socialist rule-of-law state. Through a comprehensive review of legal implementation practices, the event will generate actionable recommendations to enhance enforcement effectiveness and support the refinement of the legal system. In addition, the workshop will serve as a platform for professional development, helping to build the capacity and expertise of officials responsible for law enforcement monitoring at both central and local levels.

How FDI inflows contribute to the industrialisation in Vietnam?

Foreign Direct Investment (FDI) has been and continues to be one of the most important driving forces behind Vietnam’s industrialization and modernization over the past three decades, since the country adopted the Đổi Mới (Renovation) policy in 1986. This capital flow has not only contributed to economic growth but also brought technology, management knowledge, created jobs, and helped Vietnam gradually integrate more deeply into global value chains. However, the limitations of FDI in supporting industrialization in Vietnam have also become apparent. Many FDI projects still focus heavily on processing and assembly activities with low added value; technology transfer and linkages with domestic enterprises remain weak; and Vietnam’s exports are heavily dependent on the FDI sector.

FROM POLICY TO PRACTICE: ENHANCING THE EFFECTIVENESS OF LAW IMPLEMENTATION IN VIETNAM

In response to the growing demand for effective law enforcement aligned with national development goals, Vietnam has undertaken a series of comprehensive legal reforms. Central to these efforts is the amended Law on Promulgation of Legal Normative Documents (2025), which strengthens the connection between legislative drafting and implementation by clearly defining enforcement responsibilities. Complementing this, Decree 80/2025/ND-CP introduces detailed mechanisms for monitoring, reporting, and evaluating the enforcement of legal documents. These reforms are further reinforced by key resolutions, as well as the Ministry of Justice’s Action Program, collectively setting out breakthrough policies to modernize and enhance law enforcement nationwide.

REASSESSING FDI’S ROLE IN VIETNAM’S INDUSTRIALIZATION: A STRATEGIC PIVOT TOWARD SUSTAINABLE GROWTH

Hanoi, August 7, 2025 - In a technical seminar co-hosted by the National Institute for Economics and Finance (Ministry of Finance) and Konrad-Adenauer-Stiftung (KAS) Vietnam, experts gathered to reassess the evolving role of Foreign Direct Investment (FDI) in Vietnam’s industrialization. Under the theme “How FDI Inflows Contribute to Industrialization in Vietnam?”, the event convened policymakers, economists, business leaders, industry associations and international partners to evaluate both the transformative impact and the limitations of FDI in shaping Vietnam’s economic future.

Visit of Climate Union to Vietnam

From May 10 to 15, 2025, Konrad-Adenauer-Stiftung (KAS) Vietnam hosted a high-level delegation from the German Climate Union (KlimaUnion), including Thomas Heilmann, Wiebke Winter, Sascha van Beek, and Berthold Schilling. The visit aimed to strengthen the partnership between Vietnam and Germany in addressing climate change and promoting a just energy transition.

ADVANCING VIETNAM’S RULE OF LAW: STRATEGIES FOR LEGAL HUMAN RESOURCE DEVELOPMENT

On June 24, 2025, in Hanoi, the Ministry of Justice and Konrad-Adenauer-Stiftung (KAS) Vietnam co-hosted a conference titled “Development of Human Resources for Legislative Development Advisory Affairs to Meet the Mission Requirements of Building and Perfecting the Rule of Law.” The event gathered around 140 participants, including legal professionals, leaders from ministries, state-owned enterprises, and provincial Departments of Justice. It reflected Vietnam’s ongoing commitment to building a socialist rule-of-law state, as emphasized in the 13th National Party Congress and Resolution No. 66-NQ/TW (April 30, 2025), which calls for innovation in law-making and enforcement to support national development.

In an era of globalization and deepening international integration, Vietnam and the Federal Republic of Germany have strengthened their legal cooperation - particularly in the fight against corruption and crimes involving public officials. As Vietnam continues its push to build a modern, transparent, and effective judicial system, it actively seeks to incorporate international best practices into its criminal law framework. A key milestone in this effort was a thematic workshop co-hosted by Vietnam’s Ministry of Justice and the Konrad Adenauer Stiftung (KAS) on June 17, 2025, in Hanoi. The event brought together over 130 representatives from central and local government institutions.

Expert Talk - The Future of European Engagement in the Indo-Pacific: Navigating Shifting Currents

On June 12, 2025, the Konrad-Adenauer-Stiftung (KAS) Vietnam and the Diplomatic Academy of Vietnam co-hosted a high-level expert dialogue in Hanoi titled “The Future of European Engagement in the Indo-Pacific: Navigating Shifting Currents.” The event convened leading European and Asian experts—including EU Ambassador H.E. Julien Guerrier—alongside representatives from embassies, ministries, and research institutions to examine Europe’s evolving role in the Indo-Pacific amid growing global uncertainty. Discussions underscored the Indo-Pacific’s strategic importance to Europe’s security, prosperity, and commitment to a rules-based international order.

Dispute Settlement Mechanisms – UNCLOS’ Indispensable Guardians

In anticipation of the 30th anniversary of the International Tribunal for the Law of the Sea in 2026, the Konrad-Adenauer-Stiftung Vietnam, the Diplomatic Academy of Vietnam (DAV), and the Australian Embassy, Vietnam proudly hosted the 14th Ocean Dialogue on “Dispute Settlement Mechanisms – UNCLOS’ Indispensable Guardians.” This timely forum in Hanoi highlighted the crucial role of dispute settlement mechanisms under the 1982 United Nations Convention on the Law of the Sea (UNCLOS), known as the "Constitution of the Oceans."

The 13th OCEAN DIALOGUE

Exploring New Frontiers of the High and Deep Seas

The 13th Ocean Dialogue, co-organized by Konrad-Adenauer-Stiftung Vietnam and the Bien Dong Institute – Diplomatic Academy of Vietnam, was held on 14 November in Can Tho city. This event, part of a series initiated in 2017, has become a key element of KAS – DAV cooperation, offering a unique platform for scholars, diplomats, and scientists to discuss a broad range of ocean and maritime issues. This year’s dialogue, themed “Exploring New Frontiers of the High and Deep Seas” centered on the BBNJ Agreement, also known as the “Treaty of the High Seas”.

Transforming Development Model in the New Period: China and the New World Economic Order

Hanoi, November 28th – Konrad-Adenauer-Stiftung Vietnam, in partnership with the Diplomatic Academy of Vietnam (DAV), the Vietnam Academy of Social Sciences (VASS), and the Foundation for East Sea Studies (FESS), successfully hosted the third International Sinology Symposium. Themed "Transforming Development Model in the New Period: China and the New World Economic Order" the event brought together nearly 150 participants, including scholars, researchers, China experts, and representatives from various institutions and agencies. Moreover, we were honored to have German Ambassador Helga Margarete Barth in attendance.
