Tor zu Armenien, Schlüssel zum Frieden?

Von Meghri im Süden Armeniens aus könnte die Geschichte des Südkaukasus neu geschrieben werden – ein politischer Reisebericht.

Im Oktober 2023 stellte der armenische Ministerpräsident Nikol Paschinjan auf einer Konferenz in Tiflis die „Crossroads of Peace“[1] Initiative seiner Regierung vor. Diese sieht die Öffnung der Grenzen, eine Wiederherstellung von Transportwegen – Straße und Schiene – sowie die Wiederbelebung politischer und kultureller Verbindungen im Südkaukasus vor. Die Initiative ist eine positive Vision für eine Region, die seit drei Jahrzehnten von Kriegen und Konflikten geprägt ist. In Meghri, an Armeniens Grenze zum Iran, lässt sich erahnen, wie ein friedlicher Südkaukasus aussehen könnte. Bis dorthin ist es aber noch ein weiter Weg, für den vor allem politischer Wille benötigt wird. Europa könnte dabei eine konstruktive Rolle spielen.

Matthias Fink, preisgekrönter deutscher Historiker und Journalist, traf in Deutschland auf die geflüchtete Zuhra Osmanović, deren 14-jähriger Sohn Mirnes ihr am 11. Juli 1995 aus den Armen gerissen wurde. Sie hat ihn nie wieder gesehen. Matthias Fink versprach, ihren Sohn zu finden. Zwar fand er ihn nicht, doch aus seiner investigativen Recherche und der Suche nach Wahrheit und Beweisen entstand das Buch: „Srebrenica, Chronik eines Völkermordes oder was geschah mit Mirnes Osmanović“, eine bedeutende Dokumentation auf über 1.000 Seiten, die von Avdija Alibašić aus dem Deutschen ins Bosnische übersetzt wurde. Die Konrad-Adenauer-Stiftung in Sarajevo hat dieses Werk als Hörbuch in bosnischer Sprache in Zusammenarbeit mit der Bibliothek für Blinde und Sehbehinderte in Bosnien und Herzegowina veröffentlicht. Am 28. Juli finden in Venezuela Präsidentschaftswahlen statt. Das Land mit den größten Erdölreserven der Welt befindet sich seit Jahren in einer wirtschaftlichen und humanitären Krise. Staatspräsident Nicolás Maduro kandidiert für eine dritte Amtszeit in Folge. Der bis vor drei Monaten kaum bekannte ehemalige Diplomat Edmundo González tritt als Kandidat der Demokratischen Einheitsplattform (Plataforma Unitaria Democrática, PUD) - des Mehrheitsblocks innerhalb der Opposition – an. Unterstützt wird seine Kandidatur durch María Corina Machado, Vorsitzende der liberalen Partei Vente Venezuela, die die Vorwahlen der Opposition im Oktober 2023 klar für sich entscheiden konnte. Ihre Kandidatur wurde allerdings nicht zugelassen. Während die Opposition faire Bedingungen für die Wahlen fordert und unter schwierigen Bedingungen an die Wahlurnen zurückkehrt, verlangt die Regierung die Aufhebung internationaler Wirtschafts- und Finanzsanktionen. Seit Anfang Juli werden Verhandlungsansätze wieder aufgegriffen. „Ungewissheit“ ist ein Begriff, der überall zu hören ist. Alles scheint möglich. Die Venezolanische Bischofskonferenz ruft in ihrem Hirtenbrief vom 11. Juli das Wahlvolk zur Beteiligung und die Institutionen zur Verantwortung auf.

In recent years, the relevance of the topic of sanctions policy towards the regime in Belarus has grown continuously.  The Western community keeps adopting new packages in response to the regime’s political repressions, its participation in Russia’s war on Ukraine and threats to regional security, and there are no signs that sanctions might soon be eased or lifted. This policy brief, compiled by Belarusian experts from various professional fields, aims to provide readers with a wide range of information and analysis on the inner rationale and effects of Western sanctions on regime in Belarus. The paper presents not only the chronology of sanctions but seeks to point out the correlation of goals and results, as well as the effects in different spheres and on separate groups of actors. The goal is to provide decision makers and the interested public with a "big picture" view on the sanctions’ environment, hoping to inform adequate and effective decisions in this field.
