Steht ein unmittelbarer Kriegseintritt von Belarus gegen die Ukraine bevor?

Seit Wochen warnt der ukrainische Präsident Selenskyj, Russland versuche, Belarus offen in den Krieg hineinzuziehen.

Laut Präsident Selenskyj haben ukrainische Geheimdienste den Bau von Straßen in Richtung der ukrainischen Grenze sowie die Vorbereitung von Artilleriestellungen in Belarus registriert. Russland ziehe demnach offensive Szenarien aus Belarus in Richtung Tschernihiw und Kyjiw in Betracht. Der Oberbefehlshaber der ukrainischen Streitkräfte erklärte, der russische Generalstab prüfe Offensivoperationen aus dem Norden, um die Frontlinie zu strecken. Nach mehrheitlicher Einschätzung unabhängiger belarusischer Analysten sind bislang jedoch keine Truppenbewegungen zu beobachten, die diese Szenarien klar untermauern würden. Ein direkter belarusischer Kriegseintritt bleibt weiterhin wenig wahrscheinlich. Gleichwohl ist die Lage angesichts der engen militärischen Bindung an Russland und des hohen Militarisierungsgrades angespannt. Zuletzt führten Russland und Belarus gemeinsame Manöver mit nuklearer Dimension durch und bauten damit eine klare Drohkulisse auf. Am 25. Mai traf Sviatlana Tichanowskaja als führende Vertreterin der demokratischen belarusischen Opposition in Kyjiw ein – ein wichtiges politisches Signal der Ukraine, dass die ukrainisch-belarusischen Beziehungen stärker an der demokratischen Opposition ausgerichtet und von Machthaber Lukaschenko distanziert werden sollen.

Die Parlamentswahlen in Zypern fanden in einer Zeit großer Instabilität im östlichen Mittelmeerraum statt. Entgegen den Umfragen, die auf eine starke Zersplitterung hindeuteten, zeigte das Wahlergebnis eine deutliche Tendenz der Zyprer zu Stabilität, zugleich aber auch ein zurückhaltendes Bedürfnis nach einer Erneuerung der politischen Landschaft.

Since Russia's full-scale invasion of Ukraine began, Belarus has become deeply embedded in the war's military, logistical and political infrastructure, despite not being a full-fledged participant. The war's future course, including the prospect of a peace settlement, will directly impact Belarus's military, political and economic reliance on Russia, its relations with the West and Ukraine, the sustainability of sanctions, the trajectory of the regime and its room for manoeuvre in foreign policy. This paper assumes that for Belarus, it is not only important whether the war continues, but also the regional environment that will emerge from any given outcome. Three potential paths that the war could take are introduced here, each of which would create qualitatively different conditions for Minsk.

The proceedings consolidate the key findings and discussions from the academic seminar entitled “AI and the Future of Digital Government: Advancing Public Service Standards 2025,” organised by the Institute of Democratization Studies on 24 November 2025, with support from KAS Thailand. They explored the role of artificial intelligence (AI) and digital platforms in strengthening state capacity, enhancing public-service delivery, and advancing digital governance in Thailand. Bringing together perspectives from policymakers, local authorities, and public-governance experts, the seminar particularly highlighted the cases of Bangkok Metropolitan Administration (BMA) and Nakhon Sawan Municipality, reflecting both the innovative potential and the structural limitations of Thailand’s ongoing digital transformation.

Measuring the Impact of the United Nations Human Rights System on the enjoyment of the Rights of Persons with Disabilities

Since its establishment eight decades ago, the United Nations has played a central role in raising awareness about and advancing the rights of persons with disabilities, who constitute approximately 15 per cent of the world’s population and overwhelmingly live in the Global South. In 2006, the combined efforts of the international community and the global disability rights movement culminated in the adoption of the Convention on the Rights of Persons with Disabilities (CRPD), a landmark international treaty codifying the obligations of States to promote, protect and respect the rights of persons living with disabilities. To understand the degree to which the human rights system is fulfilling this role, and helping secure implementation and on the ground impact, Konrad-Adenauer-Stiftung (KAS) and the Universal Rights Group (URG) have, over the past two years, conducted a global analysis to assess and understand the impact of the international human rights system on the enjoyment of the rights of persons with disabilities. The results of that analysis are presented in this report.
