Beim Juni-Ratsgipfel der Staats- und Regierungschefs der Europäischen Union stand einmal mehr der Ukraine-Krieg im Fokus des Geschehens. Noch unter dem Eindruck der Ereignisse rund um die Wagner-Gruppe vom vorhergehenden Wochenende, herrschte weitgehend der Eindruck vor, das Regime Putin sei ins Wanken geraten und erste Risse seien zu entdecken. Andere Teilnehmer warfen ein, es sei auch nicht auszuschließen ist, dass es sich um eine gefährliche Inszenierung gehandelt haben könnte.

Umbruch der Außenpolitik von Belarus

Über Jahrzehnte glich die Außenpolitik der Republik Belarus einem Schaukelspiel zwischen Ost und West. Doch durch die Niederschlagung der friedlichen Proteste 2020, den „Ryanair-Vorfall“ und die künstliche Migrationskrise isolierte sich das Regime gegenüber dem Westen. Lukaschenkas Mittäterschaft an Russlands Angriffskrieg kappte zudem die traditionell wichtigen Beziehungen zur Ukraine. Im Schatten einer erdrückenden Dominanz Moskaus bemühte sich Minsk jüngst, seine Beziehungen mit Ländern in Zentralasien, China oder auch dem Iran zu intensivieren. Wie sich Lukaschenkas „Vermittlung“ im Wagneraufstand auf seine außenpolitischen Spielräume auswirken wird, bleibt abzuwarten.
