Wenige Überraschungen und gutes Ergebnis für die politischen Parteien des Mitte-rechts Spektrums

Mit insgesamt 13.112.090 abgegebenen Stimmen und einer Wahlbeteiligung von rund 85 Prozent markierte die diesjährige Kommunal- und Gouverneurswahl die höchste Wahlbeteiligung in der Geschichte Chiles. Die Wahlergebnisse wurden allgemein als Ausdruck eines Protests gegen die Regierung gewertet, beeinflusst durch die aktuelle politische Lage und jüngste Skandale, die das Vertrauen in die Regierungskoalition weiter erodiert haben. Die Wahl fand vor dem Hintergrund einer anhaltenden Sicherheitskrise statt, die seit längerem den öffentlichen Diskurs bestimmt. Sieger der Kommunalwahl waren die gemäßigten Kräfte des Mitte-rechts Bündnisses Chile Vamos, darunter die Partei Renovación Nacional.

Nach der zweiten Runde der Parlamentswahlen in Litauen zeichnet sich für die Christdemokraten ein düsteres Bild. Sie verlieren nicht nur ihre Regierungsbeteiligung, sondern neben den großen Städten wie Vilnius und Kaunas auch ihren Parteivorsitzenden, Gabrielius Landsbergis. Dieser trat nach dem Verlust seines Wahlkreises vom Parteiamt zurück und legt eine Pause ein. Die Sozialdemokraten müssen nun mit der Mitte-links Partei “Demokraten für Litauen” einen dritten Koalitionspartner finden. Das wird aus verschiedenen Gründen nicht einfach.

Parlamentswahlen in Usbekistan

Am 27. Oktober 2024 fanden in Usbekistan Parlamentswahlen unter dem Motto „Meine Wahl – ein blühendes Heimatland“ statt. Erstmalig wurden die Wahlen nach einem neuen, gemischten Wahlsystem abgehalten, das Elemente sowohl des Mehrheits- als auch des Verhältniswahlverfahrens umfasst. Das neue System, das auf einer Reform der usbekischen Verfassung und des daraus abgeleiteten Wahlgesetzes basiert, hat das Potenzial, die politische Landschaft des Landes zukünftig zu verändern. Die Parlamentswahlen wurden erwartungsgemäß von der Liberaldemokratischen Partei Usbekistans (LDPU) gewonnen, die auch zukünftig die Regierung anführen wird.

Regulating Personal Data Protection and Cybersecurity

Since 2006, Konrad-Adenauer-Stiftung (KAS) Cambodia and our partners have hosted The Law Talk every year as part of our ceaseless effort to advance a culture of legal academic work and legal discourse in Cambodia and the region. Individuals with diverse backgrounds in law, including academics, researchers, scholars, students, public officers, politicians, NGO workers, embassies, and international organisations, are invited to participate in a meeting to discuss specific legal issues. Every law talk that has taken place over the years has covered a wide range of legal subjects, such as criminal law, labour law, human rights, environmental law, constitutional law, law pertaining to political parties, law pertaining to consumer protection, and so forth. Partners that we have previously collaborated with include the Senate, the National Assembly, the Cambodian Constitutional Council, and relevant ministries in Cambodia. At the 22nd Law Talk, which was held on November 30, 2023, up to 60 legal scholars and practitioners from Cambodia and overseas were invited to participate in and shape the discussion surrounding the legal development of “Cybersecurity and Data Protection in Cambodia and Beyond.” Under the framework of Law Talk Publication, co-organised by KAS, the National University of Management (NUM), and the Royal University of Law and Economics (RULE), a number of scholars from Cambodia and abroad have contributed chapters covering various subtopics associated with the theme mentioned above. As the host, KAS Cambodia commits to carrying on the delivery and facilitation of the dialogue on legal issues affecting Cambodia and the region around it.

Die Parlaments- und Präsidentschaftswahlen vom 27. Oktober 2024 brachten Uruguay ein knappes Ergebnis. Während sich die Kandidaten von Regierung und Opposition in der anstehenden Stichwahl ein offenes Rennen liefern werden, bescherte der Wähler dem Land ein in zwei fast gleich große Blöcke geteiltes Parlament. Der problemlose Ablauf der Wahl bestätigte zudem einmal mehr Uruguays Ruf als demokratisches Musterland Lateinamerikas.

Der Wahlkampf in den USA geht in die Zielgerade: Welche Kandidatur die Nase vorn hat, wird nicht nur an Umfragen gemessen, sondern auch an Spendeneinnahmen. Die Parteien in den USA sind darauf an-gewiesen, dass Bürger und Unternehmen ihre Arbeit mit Spenden unterstützen. Dabei geht es um Milli-arden-Dollar-Summen, um Einfluss – aber nicht immer um Erfolg. Der letzte Wahlkampf 2020 hatte diesbezüglich bereits einen neuen Rekord aufgestellt: 14,4 Milliarden US-Dollar wurden für Präsident-schafts- und Kongresswahlen ausgegeben und damit doppelt so viel wie 2016.

Eine historische Wahl im Südkaukasus ist geprägt von Wahlfälschung in vermutlich historischem Ausmaß

Die Georgier sind eine kreative Nation, im Guten wie im Schlechten. Die Parlamentswahlen am 26. Oktober haben das eindrucksvoll illustriert. Gegen 22:00 Uhr verkündete die Zentrale Wahlkommission für die Regierungspartei des Georgischen Traums ein Ergebnis von 53 %, auf die vier Oppositionsblöcke entfielen demnach insgesamt 38 %. Exit Polls hatten zwei Stunden zuvor ein gegenteiliges Bild gezeichnet. Unabhängige Wahlbeobachter, die zahlreiche Unregelmäßigkeiten während des Wahltages dokumentierten und auch kommunizierten, fordern, die Wahlen zu annullieren. Die Präsidentin und die Opposition erklären, das Wahlergebnis nicht akzeptieren zu wollen. Die vorläufige Stellungnahme der OSZE fällt sehr kritisch in Bezug auf die Rahmenbedingungen aus, bescheinigt aber einen technisch weitestgehend korrekten Ablauf der Wahlen.

Norwegian public’s attitudes to foreign policy in 2024

A status quo nation in a time of global turmoil

What is the Norwegian public’s opinion on the state of the world? And what foreign policy does it want the Norwegian government to pursue? In this report, we present the findings from an opinion poll conducted by Sentio for NUPI in the period 18 to 24 April 2024. The global landscape is deeply unsettled, and we find ourselves in an era marked by considerable uncertainty about future developments in world politics. The great power rivalry between the United States and China is intensifying, the war in Ukraine continues to rage, the war in Gaza is causing immense human suffering and having major ramifications for the Middle East, and the effects of global warming are becoming increasingly apparent. The Norwegian government has warned through, for example, its intelligence service’s annual report on security threats, that Norway is facing its most serious security situation in decades.1 However, a key finding in our report is that the Norwegian public is somewhat measured in its assessments and considers the general threat level for Norway to be moderate, i.e. at a normal level. This suggests that the government’s actions have minimal impact on public opinion on world politics. The public’s failure to grasp the severity of the security situation is both surprising and alarming, as is its disregard for official communications about the geopolitical threats facing Norway.

MAPPING PUBLIC OPINION IN THE FAROE ISLANDS ON SECURITY AND FOREIGN AFFAIRS

The main motive behind the survey presented in this working paper is to examine how people in the Faroe Islands relate to pressing foreign policy, defence and security issues. This is a follow-up survey to another survey carried out in November 2021 before the full-scale Russian invasion of Ukraine in 2022. Both surveys are financed by the German think tank Konrad Adenauer Stiftung, and we would like to express our gratitude to the Konrad Adenauer Stiftung for enabling yet another survey. Some tentative results show that Faroese respondents in general • support the government’s official condemnation of the Russian invasion of Ukraine • support the acceptance of Ukrainian refugees • support restricting the access for Russian ships in Faroese harbours • have become more pro-western and pro-NATO after the full-scale Russian invasion of Ukraine in February 2022 • consider NATO a positive organization • think that the Faroes should be part of NATO • think that the Faroes should allow American ships to use Faroese harbours • are divided on NATO military activities in Faroese territory • are divided on the annual bilateral fishery agreement with Russia • are worried that war can also hit the Faroes in the future
