Die Mitgliedschaft der Baltischen Länder in der Europäischen Union feiert in diesem Jahr bereits ihren 4. Jahrestag. Durch den Vertrag von Athen, der am 1. Mai 2004 in Kraft trat, erfolgte die bislang größte Erweiterung der EU um zehn neue Staaten.

Die Konrad-Adenauer-Stiftung in Riga veranstaltet in Zusammenarbeit mit der Riga Graduate School of Law (RGSL) eine Konferenz, an der ranghohe Rechtsgelehrte aus Lettland und Europa teilnehmen, um die bisherige Mitgliedschaft Lettlands in der Europäischen Union zu beleuchten. Unter anderem wird sich Herr Dr. Egils Levits, Richter am Europäischen Gerichtshof, mit einem Beitrag zur Entwicklung der Rechtsstaatlichkeit in der Europäischen Union in die Diskussion einbringen. Weiterhin soll darüber diskutiert werden, inwieweit bisher eine Anpassung der lettischen Gesetzgebung an das europäische Recht erfolgt ist und in welchem Ausmaß EU-Richtlinien und europäische Verordnungen die Politik Lettlands und dessen Demokratieverständnis beeinflussen.
