Leadership Skills for Expert Teamers Ukraine

The leadership skills seminar "Understanding Security and Teaching It" aims at giving the Expert Teamers Ukraine tools and skills to plan, develop and conduct, on their own, seminars in the field of security.

The seminar is conducted for the Konrad-Adenauer-Stiftung by the Center for Applied Policy Research (CAP).

The Expert Teamers Ukraine have been supported and educated over the years to conduct seminars in their realm, especially in the field of European Union enlargement and Ukraine’s position and role vis-à-vis the EU.

This seminar strives at widening that horizon by introducing the factor of security with all its facets into the equation, a factor which not only determines Ukraine’s importance to the Union but also one which is indeed pivotal to the shaping of a clear and well-founded self-understanding and definition of Ukraine itself.

Security as a subject for seminars needs to be well prepared so as to structure the thoughts and discussions on the way to a better understanding of the complex issues that characterize the field.

Thus the aim of the seminar is to convey structured knowledge and practical methods to pass that knowledge on to participants of future seminars. The proper use of security policy simulations will be discussed in detail.

The issues will be explored in different forms including team-research and will be presented with the use of interactive methods. The preparation for the seminar includes the writing of a short essay or other presentation and the preparing of seminar ideas and methods.

Throughout the seminar the participants will take an active role in its conduct and will have the opportunity to receive and give each other feedback on skills like presentation technique, visualization, clarity of thought and method, e.a.

The seminar concludes with the concrete planning and elaborating of seminar concepts.

Die Integration der Ukraine in die Europäische Union und die NATO ist eines der zentralen Themen des KAS-Auslandsbüros Ukraine. Der Schwerpunkt unserer Maßnahmen liegt dabei auf der Vermittlung von Kenntnissen über die Geschichte und Institutionen der Europäischen Union und NATO und der Verbreitung des Gedankens der europäischen und euroatlantischen Integration in der ukrainischen Gesellschaft.

Ein wirksames Instrument zur Förderung des europäischen Bewusstseins und der Partizipationsbereitschaft der jungen Generation sind speziell zu diesem Zweck konzipierte Planspiele (u.a. die Planspiele „Shaping the Future of Europe“ und „Europe in Crisis“, entwickelt vom Centrum für Angewandte Politikforschung, CAP, Ludwig-Maximilians-Universität München), die von qualifizierten ukrainischen Trainern und Multiplikatoren, die sich zu einem Netzwerk „Expert Team Ukraine for Europe“ zusammengeschlossen haben, in den Regionen der Ukraine durchgeführt werden.

Dieses Team, bestehend aus rund 50 dynamischen, europabegeisterten Ukrainern (Studenten, junge Lehrer, junge Kommunalpolitiker), wurde seit Dezember 2004 mit bislang sieben Fortbildungsmaßnahmen (3 Workshops in Kiew, jeweils ein Seminar in Dnipropetrowsk, Sudak/Krim und Uzlissya/Lwiw, eine einwöchige Studienfahrt nach Bad Urach / Stuttgart / Strasbourg) zu europäischen Themen geschult und kann als EU-Experten-Team eingesetzt werden.

Seit Dezember 2005 wurden in den Regionen der Ukraine bereits über 40 EU-Simulationsspiele für Schüler- und Studentengruppen, Multiplikatoren ukrainischer NGOs, Vertreter von politischen Jugendorganisationen sowie ukrainische Staatsbeamte durchgeführt.

Finanziert wird das Projekt von der Konrad-Adenauer-Stiftung in Kooperation mit der International Renaissance Foundation (IRF). Verantwortlich für die Projektkoordination ist das Institut für Euro-Atlantische Zusammenarbeit in Kiew (IEAC).
