The 12th OCEAN DIALOGUE

ENDURING MARITIME CONNECTIVITY IN A FRAGMENTING WORLD

Ocean Dialogue is one of the flagship cooperation programs between Konrad-Adenauer-Stiftung (KAS) Vietnam and Diplomatic Academy of Vietnam (DAV). Each Ocean Dialogue goes into a carefully set out topic. Since 2017, eleven dialogues have been organized with a wide range of topics such as Ocean Governance in the South China Sea, fisheries cooperation, plastic waste management, environment sustainability etc…and received many positive responses from international and national scholars, researchers in relevant fields. The series of Ocean Dialogue intends to raise the importance of the maritime/sea/ocean by building up the knowledge and looking at it from different angles. Maritime issues are of great importance to the countries around the South China Sea, which affect their economic, political, environmental and security context. Not only regionally is this topic of relevance, it is of equal importance to the global community.

Hybrid Activities: Helping or Hindering Order at Sea

Understanding China’s Role in Contemporary Southeast Asia

In the Southeast Asian region, China, on the one hand, is the largest trading partner for most Asean countries. However, on the other hand, China is considered as the biggest challenge for ASEAN countries in relation to security, including but not limited to the South China Sea’s disputes, Mekong water’s sources, etc… China’s assertiveness affected not only ASEAN countries, but also peace and stability in the entire region. This Covid time again proves the dependence of the world to China, from foods, medicines to Chinese tourists, raw materials, etc… Southeast Asian countries are among top affected since China is their biggest export market as well as the raw material importing. In other words, Southeast Asian countries are in the horns of a dilemma: they want to have bigger voice against China in security related issues but while still rely too much on China economically. The topic made by Prof. Hiebert was captured from his latest book published in August 2020 - Under Beijing's Shadow: Southeast Asia's China Challenge – which provides a snapshot of ten countries in Southeast Asia by exploring their diverse experiences with China and how this impacts their perceptions of Beijing’s actions and its long-term political, economic, military, and “soft power” goals in the region. Commentators from the talk also shared the view by determining that it is impossible to have a general theoretical framework [in relation with China] that apply for all ASEAN countries since they are very diverse. Loving and hating are in parallel and that national interest of each country will drive their strategy toward China./.

UNSC Simulation Game: A co-organised activity between KAS Vietnam, DAV and CRISP Berlin

Currently, both Vietnam and German are non-permanent members of the United Nations Security Councils. That is why the Diplomatic Academy and KAS chose the setting of the UNSC as this year’s topic for the simulation game The simulation was designed to help students to understand how UNSC works and how members interact with each other. 32 key players represented 15 countries (2 players per team) who are permanent and non-permanent members of UNSC plus two rapporteurs. Over several days, including preparation with training, in the simulation game they discussed and drafted a resolution for the operation of the UN mission MINUSMA in Mali. This activity was designed to introduce a simulation as educational tools for students to enhance their analytical and practical skills. It was aimed to put students in a choreographed scenario with concrete roles to play and specific purposes to complete. The students were expected to study and analyze the scenario by given materials and additional readings. Later on, they were pushed to play assigned roles and behave accordingly. The game provided a safe space, in which the participants could experience the dynamics of conflictual situations and experiment with different types of behavior. As the participants were stepping into roles which might be very different from their own, they also could develop their empathy and understanding of other positions and perspectives Overall, the project was seen as a pilot step to introduce simulation as a means to develop students' skills, expertise and relational abilities into the DAV curriculum. Another outcome of the activity was to provide a tool for students to test whether concepts, models and theories learned by textbooks and during classes would have concrete utility and help explain the realities. The simulation was designed to help students to understand how the UNSC works and how members interact with each other. This is the second time KAS Vietnam supported DAV to organize a simulation game with the participation of students. In 2019, the ASEAN Simulation Game, also with support and material from CRISP Berlin, received great appreciation of both students and DAV lecturers. This co-initiated and co-organised activity by the Diplomatic Academy of Vietnam, KAS Vietnam and CRISP represented a joint effort to innovate teaching methods in Vietnam.

Đại hội lần thứ 12 của Hội đồng Hợp tác An ninh châu Á - Thái Bình Dương (CSCAP)

Hội thảo Quốc tế “Duy trì hòa bình trong thời kỳ biến động: Hướng tới khả năng thích ứng và tự cường cao hơn của khu vực” trong khuôn khổ Đại hội lần thứ 12 của Hội đồng Hợp tác An ninh châu Á - Thái Bình Dương (CSCAP) đã được tổ chức tại Hà Nội. Hơn 200 đại biểu là các học giả quốc tế, nhà ngoại giao và quan chức trong khu vực đã hội tụ trong 2 ngày, 5 - 6/12/2019 để thảo luận về những vấn đề mà khu vực đang phải đối mặt. Phát biểu tại hội nghị, Thứ trưởng Ngoại giao Nguyễn Quốc Dũng cho biết: "Đại hội lần thứ 12 của Hội đồng Hợp tác An ninh Châu á - Thái Bình Dương không những quan trọng mà còn rất đúng thời điểm trong bối cảnh các mối quan hệ thay đổi chóng mặt, phức tạp và bất ổn. Chúng ta cũng chứng kiến các nỗ lực thay đổi cục diện an ninh khu vực từ Châu á - Thái BÌnh Dương sang Ấn Độ - Thái Bình Dương. Đây hiện là khu vực phát triển năng động nhất trên thế giới, là nơi tồn tại nhiều vấn đề an ninh truyền thống và phi truyền thống cũng như cạnh tranh nước lớn có xu hướng gia tăng, do vậy các quốc gia trong khu vực cần tăng cường hợp tác, phối hợp chính sách để đối phó với các thách thức chung" 2 ngày hội thảo với 6 chuyên đề nhận được sự quan tâm cao của các đại biểu. Các đại biểu cũng chia sẻ sự đánh giá cao công tác tổ chức và cảm ơn sự chuẩn bị kĩ lưỡng của nước chủ nhà Việt Nam cho sự kiện quan trọng này. Văn phòng KAS Việt Nam vinh dự là nhà tài trợ và, cùng với Học viện Ngoại giao, đồng tổ chức sự kiện này

Ts. Fischer-Bollin từ KAS Berlin thăm Việt Nam

Từ ngày 4-6/12 Ts. Fischer-Bollin, Phó Vụ Trưởng Vụ Châu Âu và Hợp Tác Quốc Tế Viện Konrad-Adenaeur Berlin, đã có chuyến thăm và làm việc tại Việt Nam. Để tìm hiểu về các hoạt động hợp tác của văn phòng KAS tại Việt Nam, Ts. Bollin đã gặp gỡ một số đối tác như Ban Kinh Tế Trung Ương, Bộ Tư Pháp, Trường ĐH KHXH&NV và Ban Kinh Tài Chính-Ngân Sách Quốc Hội. Tại các cuộc gặp, hai bên đã trao đổi về các vấn đề cùng quan tâm và triển vọng hợp tác trong thời gian tới.

Công Bố Báo Cáo Nghiên Cứu Kinh Tế Thị Trường Xã Hội Đức & Hàm ý Cho Việt Nam

Ngày 21/11, Viện Konrad-Adenauer-Stiftung Vietnam phối hợp vơi Viện Nghiên Cứu Kinh Tế & Chính sách (VEPR) tổ chức tọa đàm công bố nghiên cứu về nền kinh tế thị trường Đức và hàm ý chính sách cho Việt Nam. Nền kinh tế thị trường xã hội Đức được áp dụng từ cuối những năm 1940 dưới thời Thủ tướng Konrad-Adenauer và được xem như một trong những động lực cửa sự phát triển kinh tế thần kỳ của Tây Đức sau thế chiến thứ 2. Các nghiên cứu viên: PGS. TS. Nguyễn Đức Thành và thạc sỹ Nguyễn Thị Hoa đã trình bày kết quả nghiên cứu và so sánh điểm tương đồng và khác biệt giữa thực trạng của nền kinh tế Việt Nam và Đức. Nghiên cứu của VEPR cũng nhận được sự góp ý của các học giả là các chuyên gia đầu ngành về kinh tế và xã hội học. Các chuyên gia cũng đặc biệt chú ý đến khía cạnh giáo dục và bảo vệ môi trường khi phân tích mô hình kinh tế Đức. Phần cuối của cuộc tọa đàm dành cho hỏi - đáp. Ông Peter Girke, Trưởng Đại diện Viện KAS Việt Nam nói "Nghiên cứu này bàn đến những cơ hội mà Việt Nam có thể học được từ kinh nghiệm của nước Đức trong phát triển kinh tế thị trường. Tuy nhiên, các bạn cũng nên thận trọng vì không ai thể copy y nguyên 1 mô hình hay chính sách từ 1 xã hội này và áp dụng nó sang một xã hội khác mà thành công được. Nhưng ta nên chú ý đến những thành tố trong mô hình của Đức có thể phù hợp với bối cảnh xã hội và kinh tế của Việt Nam." Cảm ơn VEPR vì một năm hợp tác thành công! Chúng tôi chờ đợi những dự án hợp tác tiếp theo trong năm 2020.

Tọa đàm lần thứ 14 về Trung Quốc: Bàn cờ địa chính trị Ấn Độ Dương

Thái Bình Dương: Mối quan hệ thay đổi của Trung Quốc đối với Mỹ và hàm ý xa hơn

Ngày 13.11.2019, Viện KAS phối hợp với Học viện Ngoại giao đã tổ chức Tọa đàm lần thứ 14 về Trung Quốc: Bàn cờ địa chính trị Ấn Độ Dương – Thái Bình Dương: Mối quan hệ thay đổi của Trung Quốc đối với Mỹ và hàm ý xa hơn. Giáo sư Brahma Chellaney đến từ Trung tâm Nghiên cứu Chính sách của Ấn Độ là diễn giả chính tại sự kiện này, Đại sứ Nguyễn Duy Hưng – Cố vấn Viện Nghiên cứu Chiến lược Ngoại giao và Tiến sĩ Đỗ Thanh Hải – Viện Nghiên cứu Biển Đông là hai bình luận viên. Tại cuộc tọa đàm, chính sách và chiến lược của Mỹ và Trung Quốc trong khu vực cũng như những tác động từ đối đầu Mỹ - Trung đến tình hình chính trị khu vực đã được đưa ra thảo luận. Phát biểu khai mạc tại tọa đàm, ông Peter Girke, Trưởng đại diện KAS tại Việt Nam cho biết “Mỹ đã cho thấy những hành động tăng cường trong khu vực Ấn Độ Dương – Thái Bình Dương. Nhằm đối phó lại những tác động từ sự mở rộng địa chính trị và kinh tế của Trung Quốc, Mỹ đã và đang áp dụng khái niệm Ấn Độ Dương – Thái Bình Dương, đưa ra các chiến lược kiềm chế và đối phó với sự điều động của Trung Quốc trong khu vực. Đối đầu Mỹ - Trung chắc chắn sẽ là một nhân tố quan trọng xác lập thế chính trị an ninh khu vực những năm tới đây”. TỌa đàm nhận được sự tham gia tích cực của hơn 60 đại biểu là các học giả, các nhà ngoại giao Việt Nam và các sứ quán Na Uy, Đức, Nga, Tây Ba Nha…

Phiên cuối cùng của Hội Nghị Châu lập hòa bình đã được tổ chức tại Học Viện Ngoại Giao

Phiên cuối cùng của Hội Nghị Châu Âu về thiết lập hòa bình đã được tổ chức tại Học Viện Ngoại Giao ngày 10.11.2019. Tại phiên này, các đội chơi đã cùng ngồi lại chia sẻ sâu hơn về các chiến lược mà họ đã sử dụng đối với liên minh và kẻ thù trong suốt cuộc chơi. Cuộc chơi này là phiên bản tái lập bản đồ chính trị quốc tế Châu Âu đầu thế kỉ 20, các đội chơi đóng vai là các cường quốc Châu Âu đang trong giai đoạn giải quyết các vấn đề của mình. Đây không chỉ là sân chơi giúp mang lại các kiến thức quan hệ quốc tế cho các bạn sinh viên mà còn hỗ trợ bổ ích trong việc xây dựng kĩ năng làm việc nhóm, tư duy chiến lược cũng như các kĩ năng ngoại giao. Bên cạnh giải cho đội thắng chung cuộc, các giải “Chiến lược gia xuất sắc nhất”, “Nhà đàm phán xuất sắc nhất” và “Báo cáo viên xuất sắc nhất” cũng đã được trao. Xin chúc mừng tất cả những bạn đã thắng giải và cám ơn các bạn vì đã tích cực tham gia vào cuộc chơi này!

TỔNG KẾT HOẠT ĐỘNG 2019 & TRIỂN KHAI HỢP TÁC 2020

Trong hai ngày 7-8/11, văn phòng KAS Việt Nam đã tổ chức gặp mặt đối tác cuối năm. Chương trình gồm có tổng kết hoạt động trong năm 2019 và lập kế hoạch cho hợp tác năm 2020. Cũng nhân dịp này, các cán bộ dự án của KAS đã thảo luận với đối tác về đổi mới hình thức hợp tác và củng cố quan hệ giữa các đối tác với nhau. Hai bên đã trao đổi nhiều chủ đề và phương pháp tiếp cận trong hoạt động hợp tác vừa qua. Trong năm 2019 KAS đã phối hợp với 10 đối tác để thực hiện 42 dự án. Sang năm 2020, KAS dự định đa dạng hóa các dự án hợp tác và thực hiện các chủ đề quen thuộc một cách sáng tạo và linh hoạt hơn. Các chủ đề quan trọng như vai trò của Việt Nam trong Hội Đồng Bảo An Liên Hiệp Quốc cũng như vai trò chủ tịch ASEAN sẽ được thảo luận từ nhiều khía cạnh khác nhau. Văn phòng KAS cảm ơn đối tác vì sự hợp tác hiệu quả trong năm 201 và mong chờ sự hợp tác tich cực hơn nữa trong năm 2020.

Công bố Báo cáo kinh tế vĩ mô quý 3/2019

Hôm nay, viện Nghiên Cứu Kinh Tế và Chính Sách (VEPR) dưới sự hỗ trợ của KAS Vietnam đã công bố báo cáo kinh tế vĩ mô Quý 3. Buổi công bố thu hút sự tham dự của đại diện của hơn 40 nhà báo trong nước. PGS.TS. Phạm Thế Anh, kinh tế trưởng của VEPR, trình bày báo cáo kinh tế, nhấn mạnh tốc độ tăng trưởng trong quý 3 là 7.31% mặc dù tăng trưởng của các nước trên thế giới tiếp tục suy giảm. FDI tiếp tục là khu vực đóng góp chính vào tăng trưởng thông qua xuất khẩu. Đáng chú ý là số doanh nghiệp tạm dừng hoạt động giảm mạnh. Trong quý 3, cả nước có hơn 35.000 doanh nghiệp đăng ký mới. Tham gia bình luận báo cáo của VEPR có TS. Lê Đăng Doanh, nguyên Viện trưởng Viện Nghiên Cứu Quản Lý Kinh Tế Trung Ương, Ts. Cấn Văn Lực, kinh tế trưởng của Ngân Hàng Đầu Tư Phát Triển (BIDV), và PGS. Ts. Nguyễn Quốc Bảo, giảng viên trường ĐH Kinh Tế TP. Hồ Chí Minh. Theo Ts. Doanh, báo cáo của VEPR nên phân tích thêm về sức khỏe của hệ thống ngân hàng, các biện pháp để thúc đẩy cổ phần hóa doanh nghiệp nhà nước, đẩy mạnh đầu tư công và nền kinh tế số. Theo các chuyên gia, VEPR nên phân tích sâu hơn về động cơ của tăng trưởng kinh tế trong bối cảnh đầu tư công giảm, tăng trưởng tín dụng thấp và sự suy giảm của kinh tế thế giới. Phần hai của hội thảo là phiên thảo luận và hỏi đáp giữa các nhà báo và các chuyên gia kinh tế.
