Während der Konferenz wurde untersucht, inwieweit deutsche Erfahrungen beim Aufbau von Systemen öffentlicher Dienste für China fruchtbar gemacht werden können. Schwerpunkte des Austauschs waren Verantwortlichkeit für öffentliche Dienstleistungen auf den verschiedenen Ebenen der Verwaltung, im Bereich der Finanzen sowie die Bedeutung zivilgesellschaftlichen Engagements für die Bewältigung eigentlich staatlicher Aufgaben.
