Ever since the mid 1980s when Ghana decided to embark on a private sector led development process, the country’s planners have always sought to draft plans and policies that can enable the private sector play a lead role and allow the public sector play a supportive role. To this end, the Ghana Vision 2020, Ghana Poverty Reduction Strategy (GPRS I, 2003 – 2005) and Growth and Poverty Reduction Strategy (GPRS II, 2006 – 2009) were drawn up to help the country achieve middle income status within the shortest period of time. The objectives of these policies were macroeconomic stability, economic growth and sustainable poverty reduction through a private sector-led growth. Under GPRS I and GPRS II substantial progress was made towards the realization of macroeconomic stability and the achievement of poverty reduction goals.

To provide a successor medium- term national development policy framework to the GPRS II, the Ghana Shared Growth and Development Agenda document has been prepared by the National Development Planning Commission (NDPC), to be implemented over the period 2010 - 2013. The strategic direction of the development policy will be to lay the foundation for the structural transformation of the economy through industrialization especially manufacturing, based on modernized agriculture and sustainable exploitation of Ghana’s natural resources, particularly minerals, oil and gas. In the preparation process, stakeholders from across the country including the private sector were consulted for their inputs into the document. The private sector has had the opportunity to see the early drafts of the policy document particularly the thematic area of “Enhanced Competitiveness of Ghana’s Private Sector”.

The Private Enterprise Foundation (PEF) in collaboration with Konrad Adenauer Stiftung (KAS) is organizing a retreat on the “Enhanced Competitiveness of Ghana’s Private Sector” thematic area of the policy document. This retreat gives the opportunity to the private sector to assess the final document and the role the private sector is expected to play in the medium-term national plan.

The objectives of the retreats include the following:-

- To review and discuss the National Medium Term Policy;

- To build consensus on the role of the private sector in the National Medium Term Policy; and

- To develop a position paper on private sector recommendations to be presented to the Ministry of Finance and Economic Planning and NDPC.
