In 2013 the Secretariat General of the Cambodian National Assembly cooperated with KAS on the preparation of a “Parliamentary Handbook: Key Services for members of the National Assembly of the Kingdom of Cambodia”. This manual introduces the work of the Parliament Administration in an easy, understandable way to the Members of Parliament (MPs). The manual shall help both new and established Members to understand the key roles and responsibilities of the Secretariat in providing administrative and organizational services. The manual is a first attempt to provide MPs with accurate legal information but more importantly, to provide them and the public with information on the internal structures and services of the Administration. KAS supports this effort of the Secretariat to play its role as a neutral service provider to MPs and encourages further reform in this direction. The Parliamentary Handbook presents an important step to increase the visibility of the Parliament Administration, to guide MPs through parliamentary processes and to strengthen the service delivery function of the Secretariat.
