Das Verfassungsreferendum in Kenia – ein Gebot der Stunde

Kenia geht am 4. August 2010 einem Verfassungsreferendum entgegen. Es ist das zweite Mal seit Erlangung der Unabhängigkeit im Jahr 1963, dass den kenianischen Staatsbürgern ein Verfassungsentwurf zur Abstimmung vorliegt. Der Verfassungsentwurf, der im Jahr 2005 zur Entscheidung stand, ist am Nein der Kenianer gescheitert. Der jetzige Entwurf ist das Ergebnis eines Reformprozesses, den die kenianische Regierung im Jahr 2008 als Reaktion auf die Unruhen, die sich an den umstrittenen Wahlausgang der Präsidentschafts- und Parlamentswahlen im Dezember 2007 anschlossen, in Angriff genommen hat.
