Young people have in many ways taken the leading role in initiatives and movements that proclaim the urgent need to deepen and expand democracy. Young people are not ‘victims’ or ‘problems’ as often claimed, but diverse and critical stakeholders in democracy.

Pakt der alten Männer oder Schub für die Demokratie?

Kenia ist auf dem Weg zu einer gänzlich neuen Regierungskoalition. Kleinere Parteien schließen sich der Regierung von Präsident Kenyatta an, der damit auf eine faktische Spaltung seiner Partei reagiert und sich Mehrheiten gegen den eigenen Vizepräsidenten und bisherigen Kronprinzen Ruto verschafft. Die hiermit verbundenen politischen Manöver zeigen zum einen, dass die politischen Familien, welche seit der Unabhängigkeit das Geschick Kenias prägen, immer noch tonangebend sind. Gleichzeitig laufen diese Manöver aber innerhalb des verfassungsmäßig vorgegebenen Rahmens ab. Es werden auf demokratischem Wege neue Mehrheiten organisiert, was in der Vergangenheit Kenias nicht selbstverständlich war.

Srengthening Local Health Governance

The idea to try out the Social Audit (SA) as tool to look at the state of local health sector governance was agreed among the participants in the training series workshops. This was justified as easier to test and conduct within the varying community set ups. Furthermore, in comparison to the other tools of social accountability, the CSOs agreed that SA was more effective and less technical, providing a more appropriate learning tool. While there would be mistakes in the first exercise(s), it was generally agreed that this step would lay the foundation for more engagements through SA by the local organizations. The process of generating evidence using SA was said to be less complicated yet convincing. Furthermore, the low-cost implication of conducting SA was said to be manageable compared to other tools.

Somalia gilt als das Pulverfass am Horn von Afrika. Vor allem als Rückzugs- und Rekrutierungsstätte des dschihadistischen Al-Qaida Ablegers Al-Shabaab stellt es ein großes internationales Sicherheitsrisiko dar. So kam es zu Beginn des Jahres zu Angriffen Al-Shabaabs auf Militärstützpunkte der USA und des Vereinigten Königreichs auf kenianischem Grund, sowie weitere Angriffe auf Zivilisten nahe der Grenze zu Somalia. Kenias Interesse in Somalia geht jedoch über den Kampf gegen Al-Shabaab hinaus. Vor allem der Streit um Öl- und Gasvorkommen vor der Küste führen seit Jahren zu gegenseitigen Provokationen. Anfang März folgte die bislang letzte Provokation nach einer Operation des somalischen Militärs gegen einen geflohenen Minister der Regierung von Jubaland State in der Nähe der kenianischen Grenzstadt Mandera. Präsident Kenyatta warnte Somalia daraufhin, „keinen Krieg zu provozieren“.

Was verändern BBI und der Tod Mois? Am 4. Februar 2020 verstarb Kenias zweiter Präsident Daniel arap Moi. Durch sein Ableben ergeben sich neue politische Konstellationen, von denen besonders sein Sohn Gideon Moi zu profitieren scheint, der aktuelle Vorsitzende der KANU-Partei. Dies verstärkt eine Verschiebung politischer Konstellationen, welche ohnehin schon durch die Building Bridges Initiative (BBI) befeuert wird, durch welche eine Verfassungsreform vorbereitet wird.

On 2nd to 4th September, KAS Kenya held its second international conference on Rethinking Democracy. With a theme of Elections: Past, Present and Future; this conference brought together democracy stakeholders and elections practitioners across the world including political leaders, distinguished scholars, authors, media practitioners, election managers, university students and civil society representatives to deliberate on the subject of elections from a global, continental and local perspective. The publication captures detailed insights from the conference.

Research Report: The Kenyan Digital Economy

The research report on Kenya’s digital economy presents a brief history of the events and technological developments that lead to and shaped the digital revolution in Kenya since the 1990s until today. What follows is a collection of different measures of the digital economy in Kenya. Despite greatly varying estimates depending on data source and methodology, the general picture that emerges is that Kenya’s ICT sector is smaller than in most developed but larger than in many developing countries and has accounted for a substantial share of Kenya’s economic growth in the last 15 years, outperforming all other sectors in terms of GDP growth. The sub-sectoral analysis reveals that the internet access, mobile money, IT hardware and audio and video content (incl. broadcasting) markets are the largest sub-sectors.

PR-Maßnahme oder langfristige Strategie?

Korruption ist in den vergangenen Monaten das zentrale Thema in der politischen Diskussion Kenias. Präsident Kenyatta hat einen „war on graft“ ausgerufen, der in den Medien als zentraler Bestandteil seiner letzten Amtszeit verstanden wird. Öffentlichkeitswirksam wurden illegal errichtete Gebäude abgerissen. Alle öffentlichen Angestellten müssen sich einem demütigenden „livestyle audit“ unterziehen, in welchem Ihre Vermögenssituation untersucht wird. Die Motive für dieses Vorgehen sind dabei unklar. Arbeitet der Präsident wirklich an seinem politischen Vermächtnis, zwingt die desaströse finanzielle Lage die Regierung zum Durchgreifen, oder ist alles eine geschickt inszenierte PR-Kampagne, der ein Machtkampf innerhalb der Regierung zugrunde liegt?
