After the hopes that the UN-brokered Libyan Political Agreement would unify and pacify Libya were deceived, the instability inside the country led to an extension of areas of limited statehood and increasing insecurity. None of the involved actors enjoy unchallenged control over their zones of influence and military power largely depends on the support of tribal groups, militias and other armed actors. The European Union and its member states need to discuss how they can coordinate and increase their work efforts in peacebuilding and state-building entangled within this dynamic conflict setting.

The Konrad-Adenauer-Stiftung (KAS) is thus organizing a conference in cooperation with the European People’s Party Group (EPP Group) and the European Foundation for Democracy (EFD) on the internal and external causes of insecurity and violence in Libya and the role of the European Union in peacebuilding and state-building efforts.
