The reprint of this publication is issued against the background of growing public demand for its availability in view of its ongoing relevance. The first edition was first published in 2000 and sold out quickly. It soon became a key resource and textbook for students and researchers from a variety of academic disciplines in Namibia and elsewhere, and received attention in political circles.

The calender promotes decentralisation in Namibia and the empowering of the regions by providing information about the benefits of decentralisation, the role players and the legislative framework. The calendar also encourages the participation in the Regional Councils and Local Authorities Elections in 2010 and informs about the electoral process. KAS distributes free calendars via several institutioins and from its own offices at Sanlam Centre

Namibia wählt!

Am 27. und 28. November 2009 sind laut Angaben der namibischen Wahlkommission (ECN) 1.181.835 Wähler aufgerufen, aus zwölf Kandidaten den Präsidenten und von 14 Parteien die Mitglieder der Nationalversammlung Namibias zu wählen. Hierfür wurden 998 feste und 2.238 mobile Wahlstationen im ganzen Land vorgesehen. 11.300 Wahlhelfer in 536 Teams sollen die ordnungsgemäße Durchführung der Wahlen sicherstellen.

The date 20 November 1989 marked a milestone in the protection and promotion of the rights of children across the globe. On that day – after ten years of negotiations – the United Nations (UN) General Assembly finally adopted the Convention on the Rights of the Child. By signing this Convention, governments for the first time internationally acknowledged their responsibility towards children. Some 20 years later, in November 2009, the Convention has been ratified by 193 states – the highest number of ratifications of all international Conventions to date.

The official ECN handbook which was produced in partnership with the Konrad Adenauer Foundation and the European Union is to be used for the Presidential and National Assembly Elections 2009, Regional Councils and Local Authorities Elections 2010 and subsequent By-Elections.

Questionaire for Election Observer in Namibia

For the Presidential and National Assembly Elections 2009

The Electoral Commission of Namibia (ECN) requests from all accredited election observers to fill in a questionaire for each day of the elections. The ECN can request this questionaire in order to check possible allegations of irregularities. Based on the official questionaire of the European Union, KAS Namibia has developed its own questioinaire which reflects the Namibian electoral context.
