Kommunalwahlen in Finnland: Abrechnung mit der Regierung Marin

Bei den Kommunalwahlen in Finnland am 13. Juni haben die Regierungsparteien insgesamt Verluste einstecken müssen. Die Sozialdemokraten unter Ministerpräsidentin Sanna Marin verloren 1,7% im Vergleich zu den vorherigen Kommunalwahlen und kamen, wie auch in den letzten Parlamentswahlen 2019, auf insgesamt 17,7%. Die größten Verluste hatte die Zentrumspartei (KESK) mit -2,7% auf 14,9%. Landesweit haben somit die Mitte-Rechts Parteien der parlamentarischen Opposition die Wahlen für sich entschieden. Dabei gewann zum vierten Mal in Folge die in der EVP vertretenen Nationale Sammlungspartei (Kokoomus) mit 21,4% als landesweit stärkste Kraft. Die ebenfalls in der EVP vertretenen Christdemokraten haben ihr Ergebnis mit 3,6% im Wesentlichen halten können. Die rechtspopulistische „Die Finnen“ Partei (PS) hat prozentual am Meisten dazugewonnen und kam mit 14,5% auf den vierten Platz. Die Wahlbeteiligung lag insgesamt bei 55,1% und damit etwas niedriger als bei den Kommunalwahlen 2017 mit 58,8%.

Russia and the Arctic Council

The Arctic region is currently gaining more attention for its changing significance. Due to climate changes and the increased vulnerability as well as the global geopolitical developments, the attention to the North is growing. The Arctic region had always a geopolitically relevance but the prospects of new trade routes such as the Northern Sea Route (NSR), access to previously unattainable resources and overall economic potential have raised the global interest in the Arctic and in its forums for cooperation. The Arctic Council is an example of that with its amount of observers states and organizations. The council is focusing on environmental issues and sustainable development, but security and military issues between the member states are explicitly excluded from the council’s agenda. In May 2021, Russia takes over the chairmanship in the Arctic Council from Iceland for the upcoming two years. This is the second Russian chairmanship in the Arctic Council since 2004-2006. What issues will the Russian chairmanship prioritize and what will it implicate? Due to the recent geopolitical developments, how will Russia deal with the military and security issues as chair and how might the Arctic Council evolve?

Grönland hat an diesem Dienstag gewählt. Bei einer Wahlbeteiligung von 65,8 % haben 27.079 Wähler den weiteren Kurs der größten Insel der Welt bestimmt. Mit Konsequenzen, die weit über Grönland hinausreichen. Die ideologisch links-grün zu verortende Partei Inuit Ataqatigiit (IA) ging im Ergebnis mit 9.822 Stimmen (36,6%) als Sieger aus der Wahl hervor und liegt so vor der sozialdemokratischen SIUMUT mit 29,4%. Sie hatte seit 1979 mit einer Unterbrechung nur zwischen 2009-2013 die jeweilige Regierung gestellt. Neben diesen beiden großen Parteien haben noch 5 weitere den Einzug ins Parlament geschafft. Normalerweise ist der Ausgang einer Wahl zum Inatsisartut, dem grönländischen Parlament mit seinen 31 Sitzen, nur eine Randnotiz in einigen Zeitungen Nordeuropas wert. Diesmal aber lohnt es sich, etwas genauer hinzuschauen.

In this KAS-funded report carried out in cooperation with the Institute of International Affairs at the University of Iceland (IIA), Dr. Silja Bára Ómarsdóttir, Professor of International Affairs at the Faculty of Political Science at the University of Iceland, presents the findings from a public opinion poll carried out by the Social Science Research Institute at the University of Iceland (SSRI) between 16 November to 9 December 2020.
