Rethinking the European Strategy towards Libya

After now seven years of conflict, sustainable stabilization in Libya is still not in sight. The European Union and its member states hold the capacities to be strongly involved in humanitarian emergency aid, political reform initiatives and stabilization efforts, but they yet lack a comprehensive and mutual agenda-setting that could be the basis for a coordinated European approach in Libya.

In order to ‘rethink’ the European strategy towards Libya, the KAS Regional Program South Mediterranean organized a policy workshop from 30. – 31. August 2018 in Tunis that brought together Libyan and international experts as well as representatives of European institutions.


During the course of the workshop, participants outlined key problems and expectations in four core fields of action and discussed possibilities for European engagement in Libya in the areas of political support, humanitarian and development efforts, security sector reform, and economic empowerment. In separate working group sessions, experts gathered the key arguments and drafted policy recommendations for the European Union in supporting the stabilization and political transformation of Libya through a unified strategic approach for a peaceful, prosperous, and democratic Libyan future.


The expert policy recommendations will be presented to relevant institutions in Brussels within the coming months.
