Conference "Rule of Law Checklist Montenegro"

At the event "Rule of Law Checklist for Montenegro", first of all one of the authors, Mr. Milorad Markovíc will present the work "Rule of Law Checklist for Montenegro" published in 2020. This analysis deals with the rule of law structures of the EU accession candidate Montenegro. The basis for this study is the "Rule of Law Checklist" of the Venice Commission, which was structured and adapted by Dr. Mahir Muharemovic of the Konrad Adenauer Foundation. The focus of the analysis is to examine the practical implementation of rule of law criteria in Montenegro. After the presentation of the publication, high-ranking Montenegrin legal experts and representatives of the judiciary will discuss challenges to the rule of law in Montenegro in the second part of the event. Digitalization of Justice

Online panel discussion

The current COVID-19 pandemic proofs the need for digitalization in every area of life - including in justice. While first steps are already taken, there are still a lot of obstacles on the way to a digital access for citizens to justice and automation of court hearings. In this context, Estonia with its multiple approaches to build a digital society is considered a pioneer in Europe. What are the opportunities and challenges of the digitalization of justice? Second training session (11th edition, 2020)

The second training session of the 11th edition of our leadership programme for young Romanian law proffessionals will take place in Sibiel, between February 13-16. The main subject addressed during the four day training will be situational leadership and teamwork, led by trainers Mihai Dragoi and Marian Stas. The training session will include a workshop with Ciprian Ciocan, director of the Community Foundation Sibiu.

The public event "People of Justice" celebrates the first 10 years of the community Leaders for Justice, which today means 190 members from all legal professions, over 20 projects of change in justice and society, working groups on real issues in the system, experience shared authentic leadership models in institutions, organizations or companies.

„Rights of Religious Minorities in North Macedonia“ - Conference on Student Religious Literacy

The Rule of Law Programme South East Europe has organised together with its partner, Iustinianus Primus Faculty in Skopje, a conference on Student Religious Literacy. The guest speakers were Professors Tanja Karakamischeva-Jovanovska and Alexandar Spasenovski as well as Dr. Jovan Jonovski from behalf of the Evangelic-Protestant Initiative. The main topics that were debated together with the students from the faculty were „International and Domestic Standards Related to the Exercise of the Religious Freedom“, „The Role of the Religious Communities in a Democratic State“ and „Exercising Religious Freedom“. The conference was organised within the project „Rights of Religious Minorities in North Macedonia“ and it is the third meeting of this kind that took place in Skopje during this year.

Die Stellung des Bundesverfassungsgerichts im Gefüge der nationalen und internationalen Institutionen

Dr. Sibylle Kessal-Wulf, Richterin am Bundesverfassungsgericht, war Gastrednerin anlässlich der Vorstellung einer rumänischsprachigen Übersetzung ausgewählter Entscheidungen des Bundesverfassungsgerichts, die vom Rechtsstaatsprogramm Südosteuropa der KAS in Kooperation mit dem Verfassungsgericht der Republik Moldau am 6. Oktober 2014 in Chisinau veranstaltet wurde. Dabei hielt sie einen Vortrag zur Stellung des Bundesverfassungsgerichts im Gefüge der nationalen und internationalen Institutionen. Verbesserung der Garantien für einen wirksamen Schutz vor Diskriminierung im bulgarischen Verwaltungsjustizsystem

Thorsten Geissler, Leiter des Rechtsstaatsprogramms Südosteuropa der KAS, hielt eine Rede anlässlich der Konferenz "Verbesserung der Garantien für einen wirksamen Schutz vor Diskriminierung im bulgarischen Verwaltungsjustizsystem“, die in Kooperation mit der bulgarischen NRO Bulgarian Lawyers for Human Rights am 30. September 2014 in Sofia stattfand.

Interessenskonflikte in Kroatien

Am 17. Juni 2014 veranstaltete das RSP SOE der KAS in Zagreb in Kooperation mit der kroatischen Nichtregierungsorganisation GONG die Konferenz "Towards managing conflicts of interest". Dabei wurden unterschiedliche Ansätze zur Konsolidierung der rechtlichen Rahmenbedingungen zur Verhinderung und Bekämpfung von Interessenkonflikten erörtert. An der Konferenz nahmen u.a. Arsen Bauk, Minister der Öffentlichen Verwaltung, und Otto Bernhardt, ehem. MDB und Mitglied im Vorstand der KAS, teil.

50th Anniversary of the Constitutional Judiciary in the Republic of Macedonia

During the regional conference the participants concentrate on Contemporary Challenges of the Constitutional Judiciary with two main focus areas: 1. The principle of separation of powers and its protection by the Constitutional Court; 2. Constitutional review of by-laws. Thorsten Geissler, the head of the Rule of Law Program South East Europe, highlighted the importance of an independent jurisdiction.

Increasing the safety of the probation counsellors’ activity

During this event the participants improved their skills for situations of risk and conflict of interests. The participants from Croatia, Romania and the Republic of Moldova were informed about how to de-escalate difficult situations. Thorsten Geissler, head of RLP SEE, underlined the importance of the probationers work, its social responsibility and needed qualifications.

Open Justice 2.0 for Romania

The project of Funky Citizens, which was presented during a conference on 17th September 2014 organized in cooperation with the KAS Rule of Law Program Southeast Europa, supports the reforms in Romania. Its goal is to reinforce transparency and efficiency of the judiciary, e.g. with a openly available online platform informing citizens about decisions and judgments. It is even possible to compare the effectiveness of different courts. The host, the head of the EU commission in Romania Angela Filote informed about the situation of Justice in Romania and the goal of the platform.
