Konrad Adenauer Stiftung (KAS) is a political foundation associated with the basic principles of freedom, justice and solidarity. In its European and international cooperation efforts, KAS works for people to be able to live self-determined lives in freedom and dignity.

We encourage people to lend a hand in shaping the future along these lines. With more than 70 offices abroad and projects in over 120 countries, we make a unique contribution to the promotion of democracy, the rule of law and a social market economy. To foster peace and freedom we encourage a continuous dialog at the national and international levels as well as the exchange between cultures and religions.

The country programme Lebanon supports projects independently as well as in cooperation with the Rule of Law Programme Middle East / North Africa, and also focuses on the current situation in Syria as well as on its repercussions in Lebanon. The work emphasis is on democracy and the rule of law, civil society, social market economy, intercultural dialogue, prevention of conflict and Euro-Mediterranean relations, as well as the interreligious and cultural dialogue in Lebanon.

The Konrad Adenauer Foundation works together with a multitude of local partner organizations. Amongst these are Universities and scientific institutions, Think Tanks, civil society associations, and organizations of the private sector as well as governmental institutions and parties.

The country programme Lebanon engages in several activities for its mission and aims. These activities take the form of conferences, seminars, workshops, and forums for dialogue to debates or round tables. Further, it issues publications and studies and engages with policy makers.

The Rule of Law Programme intends to contribute to the promotion of the rule of law in the region of Middle East and North Africa. The overall objectives of the Rule of Law programme are:

  • Overall Objective 1:
The extensive consolidation or formation of rule of law structures, i.e. the enhancement of the institutional and social mainstays of the rule of law. These include an effectively functioning constitutional court as well as the resolution and processing of past conflicts which hinder the rule of law and democracy.

    • Objective 1.1.
An awareness of the need of rule of law as a prerequisite for democracy and development is firmly established in selected multiplier groups.

    • Objective 1.2.
The awareness of lawyers, politicians and journalists with regard to political influence on the judiciary has increased.

    • Objective 1.3.
A network of judges of Constitutional and Supreme Courts of the region is founded and serves as an exchange platform on topics related to the rule of law.

  • Overall Objective 2: The effective separation of powers is both formally secured and widely respected. The independence of the judiciary is warranted and the administration carries out its tasks in accordance with the state’s legal regulations.
    • Objective 2.1.
A debate on the role of military and special courts takes place in professional circles.

    • Objective 2.2.
Civil society organizations increasingly address deficiencies with regard to the rule of law in public and give impetus to legal reforms and legislative initiatives.

    • Objective 2.3.
The awareness of the need for constitutional Rules of Procedure and the control of administrative authorities by independent supervisor bodies is firmly established.

  • Overall Objective 3: Basic liberties and human rights are granted in both their material and legal forms.
    • Objective 3.1.
Fundamental rights guaranteed by the constitution, in particular women’s rights and minority rights as well as the freedom of speech, are increasingly addressed in public.

    • Objective 3.2.
Agents of the rule of law address tensions between religious legal systems and the principles of the secular rule of law.

Complete applications must include the application form (Project Proposal Form) along with the supported document (Organizational Profile Form) and should be sent by September 02, 2016 the latest. Incomplete files will not be considered. Late applications may be reviewed for 2018 projects.
