The Inter-University Programme on International Criminal Law and Procedure

The Inter-University Programme on International Criminal Law and Procedure was launched in 2011 in Lebanon by the Special Tribunal for Lebanon (STL)

With more than eleven universities engaged, this Inter-University Programme (IUP) is the largest course for law students in the MENA region. Thus, the KAS alongside the International Center for Human Sciences (CISH) in addition to the T.M.C. Asser Instituut (Asser Institute), the International & Transitional Justice Resource Center (ITJRC) and the IUSTICOM decided to back this programme and to make it happen in its 11th edition.

The Konrad-Adenauer-Stiftung Rule of Law Programme Middle East and North Africa (KAS MENA) hosted Mr. Maximilian Steinbeis, the founder and editor in chief of the “Verfassungsblog”, a renowned German Constitutional Law blog in Beirut, Lebanon, for a couple of days. During his stay, Mr. Steinbeis conducted key meetings and interviews and rounded up his stay as a panelist at our "Digitization and Future of Law" event.

Today, on the 25th of July 2022, Tunisians are voting in a referendum to decide on whether to adopt a new constitution President Kais Saied published on the 30th of June. If adopted, the new constitution will change the country from its current hybrid parliamentary democracy to one giving the president extensive powers. What will a ‘yes’ vote of the Tunisian people mean, effectively? Further, this paper seeks to investigate whether there has been a change in legislative trends and behaviors as well as major legislative decisions that have reflected the success (or failure) of the court in achieving its founding objectives.
