“We are the State’’: Visitors’ Program on the Separation of Powers and the Rule of Law in Germany

Within the framework of its Rule of Law Program, the Konrad-Adenauer-Stiftung is organizing a visitors’ program entitled “We Are The State: The Separation of Powers and the Rule of Law in Germany” from June 07 until June 12, 2015.

The visitors’ program is addressed to young professionals from seven Arab countries (Lebanon, Jordan, Palestine, Iraq, Bahrain, Tunisia and Oman) working in law and politics. The participants will be introduced to German constitutional law and the bases of an independent judiciary by visiting several institutions in Berlin, Dresden and Karlsruhe. They will meet with decision-makers, jurists, politicians and officials and learn about the historical framework of the German political system.

The program includes among other things: Visits to the Bundestag, Federal Chancellery, Federal Ministry of Interior, Federal Constitutional Court in Karlsruhe, Landtag of the Free State of Saxony and the Saxon State Ministry of Justice in Dresden and European Court of Human Rights in Strasbourg.

By gaining an insight into rule of law structures and the institutional main elements of a constitutional democracy and constitutional law in Germany, the participants will have the opportunity to compare the German legal system to the systems of their home countries.

The Program serves as an incentive to initiate a positive socio-political change within political institutions to strengthen the rule of law and the independence of justice in the countries of the participants.

The program promotes the creation of a network for constitutional jurists from Arab countries to establish an exchange platform for of topics referring to the rule of law and constitutional law.
