Mechanisms of legislation and the implementation of international conventions into Lebanese law.

In cooperation with the Lebanese Foundation for Permanent Civil Peace, the KAS Rule of Law Programme organized a workshop on “Mechanisms of legislation and the implementation of international conventions into Lebanese law”.

In cooperation with the Lebanese Foundation for Permanent Civil Peace, the KAS Rule of Law Programme organized a workshop specialized for novice judges and lawyers on “Mechanisms of legislation and the implementation of international conventions into Lebanese law”. It took place at the Public Library Hall in the House of Representatives in Beirut.

The workshop was held under the auspices of Parliament Speaker Nabih Berri and was attended by several Members of Parliament among them Chairman of the Commission on Human Rights Michel Moussa, members of the Institute of Judicial studies, members of the Institute of Human Rights in the Beirut Bar Association and more than fifty lawyers, researchers and journalists.

Discussions centered on the following three issues: the legislative process, the quality of legislation and harmonizing legislation with international agreements. Participants also discussed the distinction between law and justice. Many difficulties in implementing legislation in Lebanon were deliberated. The most prominent complexity was generally agreed to be the sectarian, regional and institutional balance in Lebanon which may generate fragmented legislation.
