Is a national dialogue a solution to South Sudan's quest for Peace?

The idea of a national dialogue in South Sudan has attracted considerable optimism as it has raised pessimism. Some see viable hope in the national dialogue initiative while the opposition reportedly called the move “bogus.” Supporters of the dialogue see it as an opportunity to resuscitate failed peace talks whilst giving chance to all South Sudanese to participate in the process of bargaining for peace. In this keynote address, Yusuf Kiranda explored the prospects of a national dialogue in restoring peace and civility in South Sudan.

Exploring the situation of South Sudan refugees in Uganda

This special synthesis report explores the situation of South Sudan refugees and asylum seekers in Uganda as well the impact of a burgeoning refugee crisis towards Uganda’s ability to cope. The report furthermore highlights critical issues that need to be addressed regarding refugee protection and management including the support Uganda urgently needs. It suggests the need to address pervasive violence by focussing on state building within the great lakes region as the longterm solution to a refuge situation that is potentially exploding beyond existing capacities for response.

This paper provides a comprehensive review of East Africa refugee management framework both from legal, economic and political angles. In doing so, the paper provides a comparative analysis of different refugee management approaches in five East African members.

However, women have emerged to challenge certain stereotypes and reshape the thinking while challenging the exclusion of fellow women from some roles. Refugees Welcome?

Belastungsprobe fĂĽr die ugandische FlĂĽchtlingspolitik

Am 22. und 23. Juni 2017 findet auf Einladung der ugandischen Regierung und des UN-Generalsekretärs der „Solidarity Summit on Refugees“ statt. Ziel ist die Mobilisierung von Unterstützung für die Versorgung von Flüchtlingen in Uganda. Das Land hat einen der weltweit liberalsten Ansätze in der Flüchtlingspolitik. Kein afrikanisches Land nimmt mehr Flüchtlinge auf. Mit dem anhaltenden Zustrom von Flüchtlingen aus dem benachbarten Krisenstaat Südsudan gerät das Land aber zunehmend an die Belastungsgrenze und es stellt sich die Frage, wie nachhaltig der so viel gepriesene ugandische Ansatz ist.

Dominic Ongwen vor dem IStGH – Gerechtigkeit für Norduganda?

Nach über einem Jahrzehnt seit Beginn der Ermittlungen wurde im Dezember 2016 der Prozess gegen Dominic Ongwen eröffnet. Ongwen, ehemaliger Kommandeur der Lord’s Resistance Army (LRA), ist der erste ugandische Angeklagte vor dem IStGH und sein Prozess wird im Norden des Landes aufmerksam verfolgt. Dabei werden viele kritische Stimmen laut, welche die Bedeutung des Verfahrens für den Gerechtigkeitsprozess in Uganda infrage stellen. Vor dem Hintergrund des Prozesses stellt sich auch die Frage, wie Uganda in der Zukunft mit den Themen Gerechtigkeit und Versöhnung umgehen wird.
